June 23, 1987 <br /> <br /> Motion of Mrs. Webb and seconded by Mr. G~y,, that a meeting <br />be arranged for next week for Council to meet~wi~fh~.m~mbers~of <br />the State Highway Department, residents of West Norfolk, and <br />Portsmouth Delegates of the General Assembly on the Western <br />Project, and that all work cease on the old West Norfolk Road <br />until the meeting has been held; also, a letter be forwarded to <br />United States Senators Warner and Trible, and Congressman Sisisky <br />on the matter, and was adopted by unanimous vote. <br /> <br /> Motion of Mr, Simpson and seconded by Mrs. Webb, to allow <br />speaker 5 additi~n~ minutes, and was adopted by unanimous vote. <br /> <br /> Richard Ramsey, 4300 South Street, representing the Precinct <br />Civic Forums, spoke concerning the W~st Norfolk Road egress. <br /> <br /> Motion of Mrs Webb and seconded by Mrs. Lucas to suspend the <br />rules for citizen no speak, and was adopted by unanimous vote. <br /> <br /> Tare Buchanan, Virginia Chemicals, 801 Water Street, spoke <br />concerning the safety record of Virginia Chemicals, and their <br />concern for the egress of the residents of West Norfolk, and <br />expressed~willingness to helo in any way possible. <br /> <br /> Motion of Mrs. Webb and seaonded by Mrs. Barnes, that sneaker <br />be grRnted 3 additional minutes, a~d was adoptea by unanimous vote. <br /> <br /> Robert Barnes, 5009 Greenbrook Drive, representing Merrifields <br />Civic League, spoke concerning sound barriers ~n the Merrifields <br />area of the Western Freeway, and requested a resolution of support <br />for the sound barriers for a public hearing to be held on July 8, <br />1987, at 7:00 p.m., Churchland Junior High School. <br /> <br />mug <br /> <br />On motion of Mrs. Webb and seconded by Mr. SimFson, the follow <br />resolution was adopted, and by the following vote: <br /> <br /> "A RESOLUTION EXPRESSING THB CONCEP~W OF THE COUNCIL OF THE CITY OF <br /> PORTSMOUTH ~ RESPECT TO THE CONSTRUCTION OF SOUND BARRIEPS IN <br /> RESIDENTIAL ARKAS ALONG THE WESTERN FREEWAY PROJECT. <br /> <br /> ~lqEREAS, the Virginia Department of Highways and Trsmsportation and the <br />City of Portsmouth, Virginia entered into an agreement for the construction of <br />the portion of the Western Freeway Project from Cedar Lane to the West Norfolk <br />Bridge; and <br /> <br /> ~EREAS, the proposed Western Freeway has been the first priority highway <br />project of the City of Portsmouth for a number of years and has received the sup- <br />port of this Council as long as the construction of same is done in a manner <br />which will not he detrimental to the quality of life provided for the residents <br />of our City'; and <br /> <br /> [II-IERF~S, provisions within the plans for the Western Freeway Projec% <br />ing to the abatement of noise has raised questions and concerns among the <br />of our City; and <br /> <br /> [~HEREAS, the Virginia Department of FRghways and Transportation has indi- <br />cated that noise barriers are being studied in detail by t~e Department and a de- <br />cision to build noise barriers will be decided based on a number of factors in- <br />cluding cost, amount of abatement, number of residents protected, design factors <br />and public input; and <br /> <br /> ~HEREAS, the council of the City of Portsmouth deems it to be in the best <br />interest of its re~dents to assure that the plans and design for the <br />of the Brestern Free~ay address the concerns of our resident including, but not <br />limited to, the noise issue being raised at the present time. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Co~cil of the City of Portsmouth, <br />Virginia endorses and supports the Merrifields Civic League's position on the <br />necessity for t~e placement of noise barriers along the Western Freeway and calls <br />upon the Departmen~ of Highways and Transportation to address the issues being <br />raised in a manner that will resolve the concerns of this Council and the resi- <br />dents of our City. <br /> <br /> <br />
