June 23, 1987 <br /> <br /> All that certain piece or parcel of land situate, <br />lying and being in the City of Portsmoath, Virginia, being <br />more particularly described as that remaining portion of <br />Westmoreland Avenue being bounded on the west by Lot 2, <br />Block 62 and bounded on the east by Lot 24, Block 61 as <br />shown on the plat of Virginia Realty and Investment <br />Company and being 108-5' x 60' in size. <br /> <br />Ayes: Barnes, Corprew, GrEy, Lucas, Simpson, Webb, Holle~ <br />Nays: None <br /> <br /> 87-280 Letter from the City Manager recommending adootion of <br />a resolution in conjunction with all the cities of Hampton Roads, <br />relative to Phase II of the Study by the Governor's Commission on <br />Transportation for the Twenty-First Century. <br /> <br /> "As you are aware, the Hampton Roads Mayors and City Managers <br />periodically meet to discuss regional concerns. At the recent <br />meeting of this organization, a resolution was prepared requesting <br />that the Governor's Commission on Transportation augment state <br />transportation revenues by permitting localities to: <br /> <br />A) generate impact fees, <br /> <br />B) create regional tax, <br /> <br />C) allow for additional bonding authority, and <br /> <br />D) allow for the creation of recorda~fon or transfer fees. <br /> <br />In addition, the proposed resolution recommends that local govern- <br />ments be granted additional authority for centrolling of local <br />transportation networks as well as Farticipating in the actual des <br />and construction of road projects. <br /> <br /> As requested by the Hampton Roads Mayors and City Managers, <br />I submit the proposed resolution to City Council for your censider <br />ation." <br /> <br /> Motion of Mrs. Webb ~nd seconded by Mrs.'Lucas, the following <br />resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION OF THE COUNCIl OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, IN CONJUNCTION WITH ALL THE CITIES OF HAMPTON <br />ROADS, RELATIVE TO PHASE II OF THE STUDY BY THE GOVERNOR'S <br />COMMISSION ON TRAMSPORTATION FOR THE TWENTY-FIRST CENTURY. <br /> <br /> WHEREAS, the Governor's Commission on Transportation in the <br />Twenty-First Century is charged with studying the Commonwealth's <br />transportation needs and making recommendations aimed at meeting <br />those needs; and <br /> <br /> WHEREAS, the stated objectives of the Phase II study to be <br />conducted by the Commission include examination of innovative <br />financing techniques which could be made availabe to local govern- <br />ments for meeting both intrajurisdictional and interjurisdictional <br />transportation needs; determination of whether local units of <br />government should be granted additional authority for controlling <br />local transportation networks; and exploring ways for improving <br />cooperation between the new Virglnla Department of Transportation <br />and local governments within the Commonwealth; and <br /> <br /> WHEREAS, the Commission has concluded a series of public <br />hearings on Phase II of its study in order to solicit part~ci~ <br />and receive testimony of interested parties including local govern- <br />ments; and <br /> <br /> <br />
