<br />At a Regular Meeting of the City Council on Tuesday, September 11, 2012, there
<br />were present:
<br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., ~IVilliam E. Moody, Jr.,
<br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr.,
<br />City Manager Kenneth L. Chandler, Senior Deputy City Attorney George M. Willson.
<br />Reverend Dr. John Throop, opened the meeting with prayer, which was followed
<br />by the Pledge of Allegiance to the Flag.
<br />Mayor Wright called the meeting to order and welcomed all in attendance.
<br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to approve the minutes
<br />of a Called Meeting of August 27, 2012, of a Called Meeting of August 28, 2012, and of
<br />a Regular Meeting of August 28, 2012, and was adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright
<br />Nays: None
<br />- Public Hearing -
<br />12-363 Public hearing on the proposed amendment application for the Enterprise
<br />Zone to the Virginia Department of Housing and Community Development.
<br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item.
<br />12 - 364 -Public hearing on a rezoning, use permit, and code amendment applications:
<br />(a) Z-12-02 BRIGHTON -Glenn Hampton, on behalf of nTelos, is requesting to
<br />modify proffered conditions approved on July 8, 1986 that restricted
<br />use of the property to only parking in order to allow a 135 foot
<br />monopole telecommunications tower at 2700 Chestnut Street. The
<br />property is owned by Mount Sinai Church, Inc., is currently zoned
<br />GMU (formerly C-2) with conditions and is designated by the
<br />Comprehensive Plan as Commercial. Vision Principle: A Robust
<br />Economy for Working Men and Women.
<br />1. Glenn Hampton, 501 Independence Parkway, Chesapeake, spoke in support of this
<br />item.
<br />Motion by Mr. Heretick, and seconded by Ms. Randall, to concur with the
<br />recommendation of the Planning Commission that Z-12-02 be approved, and was
<br />adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright
<br />Nays: None
<br />(b) UP-12-08 BRIGHTON -Glenn Hampton, on behalf of nTelos, is requesting a
<br />use permit to erect a 135 foot monopole telecommunications tower
<br />at 2700 Chestnut Street. The property is owned by Mount Sinai
<br />Church, Inc., is currently zoned GMU (formerly C-2) with conditions
<br />and is designated by the Comprehensive Plan as Commercial.
