<br />At a Regular Meeting of the City Council on Tuesday, July 10, 2012, there were
<br />present:
<br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr.,
<br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr.,
<br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman.
<br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />Mayor Wright called the meeting to order and welcomed all in attendance.
<br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to approve the minutes
<br />of a Called Meeting of June 25, 2012, of a Called Meeting of June 26, 2012, and of a
<br />Regular Meeting of June 26, 2012, and was adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright
<br />Nays: None
<br />12 - 281 -Presentation:
<br />• Presentation of special lapel pins to newly appointed board and commission
<br />members.
<br />- Public Hearing -
<br />12 - 282 -Public hearing on rezoning, street closure, code amendment, and use permit
<br />applications:
<br />(a) Z-12-01 VICTORY VILLAGE -Melissa Venable, agent for Victory Crossing,
<br />II, L.L.C., requests Zoning Map Amendment to amend the
<br />previously proffered Concept Plan and related maps in the
<br />previously proffered Design Guidelines for Victory Village. The area
<br />is currently zoned MX/EMP-K (Conditional) and the Comprehensive
<br />Plan's Future Land Use Map calls for the area to be developed with
<br />Mixed Use Employment. Vision Principle: A Robust Economy for
<br />Working Men and Women.
<br />1. Melissa Venable, 5857 Harbour View Boulevard, Suffolk, spoke in support of this
<br />item.
<br />2. Mark Geduldig-Yatrofsky, P. O. Box 50141, suggested that this development serve
<br />the academic and technological communities.
<br />Motion by Mr. Moody, and seconded by Mr. Heretick, to concur with the
<br />recommendation of the Planning Commission that Z-12-01 be approved, and was
<br />adopted by the following vote:
<br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright
<br />Nays: None
<br />(b) S-12-01 VICTORY VILLAGE -Ordinance granting the request of Robert
<br />Barclay IV, attorney, agent for Victory Crossing, II, L.L.C., for the
<br />closure of Campus Drive Extended beginning at the southern line of
<br />Freedom Avenue and running southwardly 329 feet, more or less,
<br />to its terminus. Vision Principle: A Change and New Directions.
<br />There were no speakers
<br />Motion by Mr. Heretick, and seconded by Ms. Randall, to adopt the following
<br />ordinance, and was adopted by the following vote:
<br />"ORDINANCE TO CLOSE CAMPUS DRIVE EXTENDED."
