June 26, 2012 Background: • The U.S. Coast Guard base at Craney Island, located adjacent to the Churchland High School site, has determined that it needs gas service to address its energy needs. • Columbia Gas has determined that the most cost efficient method of delivering its product to the Coast Guard is by extending an existing pipeline that services Churchland High School. • The School Board adopted a resolution approving Columbia Gas's request on May 24, 2012. • Title to the Churchland High School site is in the City's name. Discussion: • Other than the Churchland High School educational program, no City interests are affected by the proposal. • Assisting the Coast Guard in obtaining natural gas service will enhance the efficiency of their operations. Financial Impact: • There is no financial impact to the City. Recommended Action: • Adoption of the ordinance. Vision Principles: A Proud Military Community and a Robust Economy for Working Men and Women. Next Steps Following Council Action: • Execution and recordation of a Deed of Easement to Columbia Gas. Motion by Mr. Moody, and seconded by Mr. Heretick, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN EASEMENT TO COLUMBIA GAS OF VIRGINIA, INC. TO INSTALL A CONNECTING GAS PIPELINE FROM AN EXISTING PIPELINE ON THE CHURCHLAND HIGH SCHOOL PROPERTY TO THE UNITED STATES COAST GUARD STATION. WHEREAS, the School Board of the City of Portsmouth, on May 24, 2012, adopted a resolution approving the granting of an easement to Columbia Gas of Virginia, Inc., to install a connecting gas pipeline from an existing pipeline on the Churchland High School property to the United States Coast Guard Station, as shown on the attached Exhibit A; and WHEREAS, the City of Portsmouth, as owner of record of the subject property, must execute the necessary Deed of Easement. NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the City Manager is hereby authorized to execute a Deed of Easement to Columbia Gas of Virginia, Inc., and take all other steps necessary to grant the requested easement." Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright Nays: None 12 - 264 -Adoption of a resolution appointing the Honorable Kenneth I. Wright and City Manager Kenneth L. Chandler to the governing board of the Transportation District Commission of Hampton Roads. Vision Principle: Efficient, Responsive Government. Background: • A recently enacted state law changes the composition of the Board of Commissioners of the Transportation District Commission of Hampton Roads. This resolution would appoint Portsmouth's members under the new law.
