June 26, 2012 <br />Background: <br />• The U.S. Coast Guard base at Craney Island, located adjacent to the Churchland <br />High School site, has determined that it needs gas service to address its energy needs. <br />• Columbia Gas has determined that the most cost efficient method of delivering its <br />product to the Coast Guard is by extending an existing pipeline that services <br />Churchland High School. <br />• The School Board adopted a resolution approving Columbia Gas's request on <br />May 24, 2012. <br />• Title to the Churchland High School site is in the City's name. <br />Discussion: <br />• Other than the Churchland High School educational program, no City interests <br />are affected by the proposal. <br />• Assisting the Coast Guard in obtaining natural gas service will enhance the <br />efficiency of their operations. <br />Financial Impact: <br />• There is no financial impact to the City. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principles: A Proud Military Community and a <br />Robust Economy for Working Men and Women. <br />Next Steps Following Council Action: <br />• Execution and recordation of a Deed of Easement to Columbia Gas. <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN EASEMENT <br />TO COLUMBIA GAS OF VIRGINIA, INC. TO INSTALL A CONNECTING GAS <br />PIPELINE FROM AN EXISTING PIPELINE ON THE CHURCHLAND HIGH SCHOOL <br />PROPERTY TO THE UNITED STATES COAST GUARD STATION. <br />WHEREAS, the School Board of the City of Portsmouth, on May 24, 2012, <br />adopted a resolution approving the granting of an easement to Columbia Gas of <br />Virginia, Inc., to install a connecting gas pipeline from an existing pipeline on the <br />Churchland High School property to the United States Coast Guard Station, as shown <br />on the attached Exhibit A; and <br />WHEREAS, the City of Portsmouth, as owner of record of the subject property, <br />must execute the necessary Deed of Easement. <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that the City Manager is hereby authorized to execute a Deed of Easement to <br />Columbia Gas of Virginia, Inc., and take all other steps necessary to grant the <br />requested easement." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />12 - 264 -Adoption of a resolution appointing the Honorable Kenneth I. Wright <br />and City Manager Kenneth L. Chandler to the governing board of the <br />Transportation District Commission of Hampton Roads. Vision Principle: <br />Efficient, Responsive Government. <br />Background: <br />• A recently enacted state law changes the composition of the Board of <br />Commissioners of the Transportation District Commission of Hampton Roads. This <br />resolution would appoint Portsmouth's members under the new law. <br />
