June 26, 2012 <br />12 - 262 -Adoption of a resolution authorizing the City Manager to execute a <br />deed and other necessary instruments conveying approximately 0.4656 acres in <br />the Westbury neighborhood for the construction of five homeownership units. <br />Vision Principle: Neighborhoods and a Sense of Community. <br />Background: <br />• This land is a half acre of the former City water department site located east of <br />Godwin Street between Columbia Street and South Street. The parcel will be used for <br />the construction of 5 homeownership units. <br />Discussion: <br />• PRHA has demolished the former water department facilities for the City and is <br />landscaping and developing a splash park on the portion of the site remaining in City <br />ownership. <br />• The 5 units will be part of the final phase of homeownership under the Jeffry <br />Wilson HOPE VI grant. <br />Financial impact: <br />• The construction and sale of 5 homes on formerly tax-exempt land will add to the <br />City's tax base. <br />Recommended Action: <br />• Adoption of a resolution authorizing the City Manager to execute documents to <br />convey approximately 0.4656 acres in the Westbury neighborhood to PRHA. Vision <br />Principle: Neighborhoods and a Sense of Community. <br />Next Steps Following Council Action: <br />• PRHA will work with the City Attorney's office to prepare documents to effectuate <br />the conveyance. <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED AND <br />OTHER NECESSARY INSTRUMENTS TO CONVEY TO THE PORTSMOUTH <br />REDEVELOPMENT AND HOUSING AUTHORITY A PARCEL OF LAND ON GODWIN <br />STREET FOR THE FURTHER DEVELOPMENT OF WESTBURY. <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the City Manager be, and hereby is, authorized to execute a deed and other necessary <br />instruments to convey to the Portsmouth Redevelopment and Housing Authority a <br />parcel of land located on Godwin Street and described "PROPOSED PARCEL B <br />PROPERTY TO BE ACQUIRED FROM THE CITY OF PORTSMOUTH AREA = 20,282 <br />SQUARE FEET OR 0.4656 ACRES" as shown on an exhibit attached hereto, entitled: <br />"EXHIBIT "A" SHOWING PORTION OF PARCEL 1-A MINOR SUBDIVISION OF <br />PROPERTY KNOWN AS THE OLIVIA S. COOKE ESTATE, THE MRS. A.E. WATTS <br />ESTATE AND PLAN OF HOLLADAY TO BE ACQUIRED FROM THE CITY OF <br />PORTSMOUTH BY PORTSMOUTH REDEVELOPMENT & HOUSING AUTHORITY, <br />PORTSMOUTH, VIRGINIA" and to do all acts necessary to effect said conveyance." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />12 - 263 -Adoption of a resolution authorizing the City Manager to execute an <br />easement to Columbia Gas of Virginia, Inc., to install a gas pipeline on the <br />Churchland High School property.
