June 26, 2012 12 - 262 -Adoption of a resolution authorizing the City Manager to execute a deed and other necessary instruments conveying approximately 0.4656 acres in the Westbury neighborhood for the construction of five homeownership units. Vision Principle: Neighborhoods and a Sense of Community. Background: • This land is a half acre of the former City water department site located east of Godwin Street between Columbia Street and South Street. The parcel will be used for the construction of 5 homeownership units. Discussion: • PRHA has demolished the former water department facilities for the City and is landscaping and developing a splash park on the portion of the site remaining in City ownership. • The 5 units will be part of the final phase of homeownership under the Jeffry Wilson HOPE VI grant. Financial impact: • The construction and sale of 5 homes on formerly tax-exempt land will add to the City's tax base. Recommended Action: • Adoption of a resolution authorizing the City Manager to execute documents to convey approximately 0.4656 acres in the Westbury neighborhood to PRHA. Vision Principle: Neighborhoods and a Sense of Community. Next Steps Following Council Action: • PRHA will work with the City Attorney's office to prepare documents to effectuate the conveyance. Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED AND OTHER NECESSARY INSTRUMENTS TO CONVEY TO THE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY A PARCEL OF LAND ON GODWIN STREET FOR THE FURTHER DEVELOPMENT OF WESTBURY. BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager be, and hereby is, authorized to execute a deed and other necessary instruments to convey to the Portsmouth Redevelopment and Housing Authority a parcel of land located on Godwin Street and described "PROPOSED PARCEL B PROPERTY TO BE ACQUIRED FROM THE CITY OF PORTSMOUTH AREA = 20,282 SQUARE FEET OR 0.4656 ACRES" as shown on an exhibit attached hereto, entitled: "EXHIBIT "A" SHOWING PORTION OF PARCEL 1-A MINOR SUBDIVISION OF PROPERTY KNOWN AS THE OLIVIA S. COOKE ESTATE, THE MRS. A.E. WATTS ESTATE AND PLAN OF HOLLADAY TO BE ACQUIRED FROM THE CITY OF PORTSMOUTH BY PORTSMOUTH REDEVELOPMENT & HOUSING AUTHORITY, PORTSMOUTH, VIRGINIA" and to do all acts necessary to effect said conveyance." Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright Nays: None 12 - 263 -Adoption of a resolution authorizing the City Manager to execute an easement to Columbia Gas of Virginia, Inc., to install a gas pipeline on the Churchland High School property.
