June 26, 2012 <br />Next Steps Following Council Action: <br />• The full implementation of the USDA Summer Food Program throughout the <br />summer of 2012. <br />Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $550,200.06 FROM THE <br />VIRGINIA DEPARTMENT OF HEALTH AND APPROPRIATING SAID FUNDS IN THE <br />FY 2012-13 GRANTS FUND FOR THE 2012 U.S.D.A. SUMMER FOOD PROGRAM." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />12 - 260 -Adoption of an ordinance to transfer $45,000 from the FY 2011-12 <br />General Fund Operating Budget to the FY 2011-12 Capital Improvement Fund for <br />the Pokey Smokey II track renovations. Vision Principle: Neighborhoods and a <br />Sense of Community. <br />Background: <br />• In May 2011, the Department of Parks, Recreation and Leisure Services <br />(DPRLS) resumed operation of Pokey Smokey II, anew miniature train that was <br />purchased by the Southeast Virginia Community Foundation. <br />• Pokey Smokey II operates on the original railroad track of its predecessor, Pokey <br />Smokey, which was relocated to its current site in City Park in 1984. The steel rail is full <br />size (90 Ib.) on 24" gauge set on used, half-length railroad ties. <br />• On several occasions since July 2011, the wheels of the coach car have come <br />off the track. When this occurred, DPRLS shut down the operation and hired a <br />contractor to re-gauge, replace ties, ballast and plates in specific sections of the track. <br />• DPRLS has sought engineering advice from the train manufacturer about the <br />condition of the track. The engineer recommends replacing the rail with 20-Ib. rail and <br />replacing the ties with 6'x6" pressure-treated timbers. The 20-Ib. rail provides more <br />surface contact for the wheels and the replacement ties will be new and easier to <br />procure for replacement than standard railroad ties. <br />Discussion: <br />• The budget estimate fora complete track renovation as recommended is <br />$125, 000. <br />• There is $45,000 in unspent funds in the FY12 Parks -Contract line item that <br />could be transferred to CIP category to be available for this project after procurement. If <br />approved, this $45,000 would be added to the $80,000 already reserved in the CIP for <br />park capital items. <br />• The proposed source of additional funding is budgeted in the General Fund and <br />will revert to Fund Balance if not expensed prior to June 30, 2012. <br />• The transfer of the money to the CIP fund allows for the availability of the monies <br />at such time the rail replacement occurs. <br />Financial Impact: <br />• $45,000 in unspent General Fund monies will be transferred to the CIP. <br />Recommended Action: <br />• Adoption of the ordinance.
