June 26, 2012
funding source to this project.
Discussion:
• As the source of funding is currently classified as a General Fund operating
commitment it will be designated as a part of the Unassigned Fund Balance if not
expensed prior to June 30, 2012.
• The transfer of the funds to a CIP category preserves the funding source over
multiple fiscal year periods and allows for the availability of the monies, at such time the
closing occurs.
Financial Impact:
• There is no additional financial impact beyond the current commitment.
Recommended Action:
• Adoption of the ordinance. Vision Principle: A Robust and Prospering Economy
for Working Men and Women.
Next Steps Following Council Action:
• The Finance Department will initiate and complete the transfer of the $450,000.
1. C. J. Bodnar, 901 Port Centre Parkway, spoke in support of this item.
Motion by Mr. Heretick, and seconded by Mr. Moody, to adopt the following
ordinance, and was adopted by the following vote:
"ORDINANCE TO TRANSFER $450,000 FROM THE FY 2011-12 GENERAL FUND
OPERATING BUDGET AND TO APPROPRIATE SAID AMOUNT IN THE FY 2011-12
CAPITAL IMPROVEMENT FUND FOR THE CRADOCK RECREATIONAL
FACILITIES IMPROVEMENTS."
Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright
Nays: None
12 - 259 -Adoption of an ordinance to appropriate $550,200.06 in the FY12-13
Grants Fund from USDA for the Summer Food Program Grant. Vision Principle:
Neighborhoods and a Sense of Community.
Background:
• The City of Portsmouth has received a grant through the Virginia Department of
Health from United States Department of Agriculture (USDA) for the Summer Food
Program for more than 27 years, administered by the Department of Parks, Recreation
& Leisure Services.
• Each year the program has grown to accommodate more churches, civic
organizations, schools and recreation locations.
• The program provides meals during the summer months when children are out of
school, and therefore the free and reduced school lunch program is not available.
Discussion:
• The USDA Summer Food Program for 2012 will include 38 sites consisting of
Summer School sites, faith based childcare programs, community organizations and
City of Portsmouth Recreation sites.
• It is estimated that the program will serve 107,145 breakfasts (2,975 daily),
96,863 lunches (2,447 daily), and 9,059 suppers (417designated days).
Financial Impact:
• There is no City cash match required. The grant is a total reimbursement grant
based on the number of meals served.
Staff Recommends:
• Adoption of the ordinance. Vision Principle: Neighborhoods and a Sense of
Community.
