May 15, 2012 <br />(b) Adoption of an ordinance adopting the FY 2012-13 Classification and Pay <br />Plan for employees of the City of Portsmouth, Virginia. <br />(c) Adoption of an ordinance to amend Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006) to increase stormwater utility fees as authorized by <br />Section 31.1-51 of said Code. <br />(d) Adoption of an ordinance to amend Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006) to increase rates for water and sewage services as <br />authorized by Sections 38-83 and 38-117 of said Code. <br />(e) Adoption of an ordinance to amend Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006) to increase library card fees for non-resident patrons <br />as authorized by Sec. 19-1 of said Code. <br />(f) Adoption of an ordinance to amend Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006) to decrease monthly rates for trash and garbage <br />disposal. <br />(g) Adoption of an ordinance to appropriate $544,492,199 for the operation of <br />City government during the Fiscal Year beginning July 1, 2012. <br />Background: <br />• On April 5, 2012 the City Manager presented to City Council and the public the <br />Proposed FY2013 Operating Budget. As required, two public hearings were scheduled <br />for public discussion and review. <br />Discussion: <br />• $544,492,199 is required for the operation of the City Government during the <br />fiscal year beginning July 1, 2012 and ending June 30, 2013. <br />• The new Classification and Pay Plan for the City, effective July 1, 2012 <br />• Sec 31.1-5 and Appendix "A" relating to stormwater utility fees are amended by <br />increasing the equivalent residential unit (ERU) rate for residential and non-residential <br />accounts from $8.25 to $9.25, effective July 1, 2012 <br />• Sec. 38-83 and Appendix A of the City Code are amended to increase meter <br />rates for water in the following manner: <br />- Rates for the water supplied to the customers within corporate limits of the <br />City are increased from $4.49 to $4.75 per one thousand gallons, <br />effective July 1, 2012. <br />• Sec. 38-117 and Appendix A of the City Code are amended to increase sewage <br />disposal rates in the following manner: <br />- Charges for the disposal of sewage discharged into the city system are <br />increased from $3.51 to $3.72 per one thousand gallons, effective July 1, <br />2012. <br />- Charges for sewer service for dwelling units in premises with unmetered <br />water connections are increased from $17.55 to $18.59 per month, <br />effective July 1, 2012. <br />• Sec. 19-1 and Appendix A of the City Code are amended to increase the library <br />fee for non-residents from $10.00 to $20.00 annually, effective July 1, 2012. <br />• Sec. 16-64 and Appendix A of the City Code are amended to decrease the <br />monthly trash disposal free from $35.36 to $33.36 per month, effective June 1, 2012. <br />Financial Impact: <br />• By Virginia law, the operating budget must be in balance with estimated <br />revenues and other funding sources equaling appropriations. The Proposed Operating <br />Budget for fiscal year 2013 complies with this law. <br />Staff Recommendations: <br />• Adoption of the following ordinances.
