May 15, 2012 <br />At a Regular Meeting of the City Council on Tuesday, May 15, 2012, there were <br />present: <br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., <br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br />Pastor Robert Lee opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br />- Public Hearing - <br />12-200 (a) Public hearing to consider the Annual Operating Budget for <br />FY2012-2013. <br />1. Delores Knight, 33 Kennedy Drive, asked that City Council hire an auditor and also <br />review the budget line by line. She also asked that they work towards lowering the <br />tax rate. <br />2. Pat Simons, 801 Mimosa Road, voiced her concern with how departments are <br />spending money and also asked City Council to hire an auditor. <br />3. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with what he <br />believes is a lack of leadership from the City Council. <br />4. Bill Watts, 704 Mimosa Road, voiced his opposition to increased School Board <br />funding. <br />5. Linda Ridenour, 313 Tarreyton Lane, asked that more citizens take a vested interest <br />in our school system. <br />(b) Public hearing to consider the Annual Operating Budget that establishes or <br />increases public utility rates, stormwater fees, library fees, and trash and <br />garbage collection and disposal charges and includes proposed rate changes to <br />take effect on July 1, 2012. <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in opposition to the increase in <br />library fees. <br />(c) Public hearing on recommended 2013-2017 Capital Improvement Program. <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with the lack of <br />funding for a sound wall on I-164. <br />2. Pat Simons, 801 Mimosa Road, voiced her concern with the lack of funding for a <br />sound wall on I-164. <br />- City Manager's Report - <br />12 - 201 -Adoption of the following ordinances pertaining to the FY 2012-13 <br />Operating Budget. Vision Principles: A Robust Economy for the Working Men <br />and Women, Lifelong Learning Community, Neighborhoods and A Sense of <br />Community, Effective, Responsive Government, and Pride of Past: <br />(a) Adoption of an ordinance to impose and levy taxes for the fiscal year <br />beginning July 1, 2012 and ending June 30, 2013, on real estate, tangible personal <br />property, privately-owned pleasure boats, privately-owned camping trailers and <br />motor homes, and machinery and tools within the City of Portsmouth, Virginia. <br />
