May 8, 2012 <br />12 - 187 -Adoption of a resolution expanding the membership of the Community <br />Policy and Management Team to include a member of the Tidewater Youth <br />Services Commission. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Background: <br />• The Portsmouth Community Policy and Management Team (CPMT) provides <br />oversight and monitors the Comprehensive Services Act (CSA) program. Members are <br />representatives from both public and private youth-serving agencies in Portsmouth. <br />Currently, the voting members are representatives of: <br />o Department Social Services <br />o Behavioral Healthcare Services <br />o Court Services Unit <br />o Portsmouth Public Schools <br />o City Manager's Office <br />o Parent Representative <br />Discussion: <br />• The Tidewater Youth Services Commission (TYSC), formerly known as <br />Tidewater Regional Group Home Commission, was previously a participant at CPMT <br />meetings from 1993 until May, 2009 but was not formally appointed by City Council. <br />TYSC recently expressed interest in resuming participation as a voting member. <br />• At its March 21, 2012 meeting, the CPMT voted to recommend that City Council <br />appoint TYSC to the CPMT. <br />• TYSC is a regional public agency providing services to juveniles through the <br />management of three regional group homes, intensive supervision, detention diversion, <br />clinical services, counseling, mentoring, and other post-release transition treatments. <br />TYSC functions as the fiscal agent for Virginia Juvenile Community Crime Control Act <br />(VJCCCA) programs for its member local governments. It is governed by a Board of <br />Directors that includes representatives of the Cities of Portsmouth, Chesapeake, <br />Suffolk, Virginia Beach, Franklin, Southampton County, and Isle of Wight County. <br />• TYSC provides therapeutic services to juveniles from several funding streams, <br />including CSA. Its role on the CPMT may therefore be perceived as affecting <br />competition with private providers. However, the CPMT discussed this matter and <br />determined that the public nature of TYSC and the CPMT By-Laws and procedural rules <br />would effectively prevent unfair access to CSA funding. <br />Financial Impact: <br />• None. <br />Staff Recommends: <br />• Adoption of resolution. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Next Steps Following Council Action: <br />• Notification to CPMT and TYSC of expanded CPMT. <br />Motion by Mr. Whitehurst, and seconded by Mr. Edmonds, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION TO EXPAND THE MEMBERSHIP OF THE COMMUNITY POLICY <br />AND MANAGEMENT TEAM TO INCLUDE A MEMBER OF THE TIDEWATER YOUTH <br />SERVICES COMMISSION. <br />WHEREAS, as a result of the requirements of the Virginia Comprehensive <br />Services Act for At-Risk Youth and Families, the City Council first appointed a <br />Community Policy and Management Team ("CPMT") in 1992; and <br />WHEREAS, the purposes of the CPMT include the management of cooperative <br />efforts within the City to better serve the needs of troubled and at-risk youths and their <br />families and to maximize the use of state and community resources to that end; and <br />
