May 8, 2012 <br />- City Manager's Report - <br />12 - 184 -Adoption of an ordinance accepting a grant in the amount of $11,500 <br />from the Virginia Department of Emergency Management and appropriating said <br />funds in the FY 2011-2012 Grants Fund for Hazardous Materials (Haz-Mat) <br />Emergency Preparedness Planning. Vision Principle: Neighborhoods and a Sense <br />of Community. <br />Background: <br />• The Emergency Preparedness and Community Right-to-Know Act (EPCRA) section 301 <br />requires the establishment of a Local Emergency Planning Committee (LEPC). <br />• LEPC's have the responsibility of developing an Emergency Hazardous Materials plan and <br />documenting the location and storage of extremely hazardous materials. <br />• This plan was last updated in 1992, and provides the basic guidance for response capability <br />and procedures for SARA Title III Hazardous Materials incidents and identified facilities that pose a <br />threat to the citizens of Portsmouth. <br />Discussion: <br />• The Portsmouth LEPC will work with a consultant to update the Portsmouth Hazardous <br />Materials Plan. <br />Financial impact: <br />• These grant funds require a 20 percent in-kind match which will be captured by "hours- <br />worked" on the plan by LEPC members and stakeholders. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Next Steps Following Council Action: <br />• The Portsmouth LEPC will complete an RFP process to select a consultant and initiate the <br />planning process. <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $11,500 FROM THE <br />VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING <br />SAID FUNDS IN THE FY 2011-12 GRANTS FUND FOR USE IN THE UPDATING OF <br />THE EMERGENCY PORTSMOUTH HAZARDOUS MATERIALS PLAN." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />12 - 185 -Adoption of an ordinance accepting a grant in the amount of $30,000 <br />from the Virginia Department of Emergency Management and appropriating said <br />funds in the FY 2011-2012 Grants Fund for Hazardous Materials (Haz-Mat) Team <br />equipment, exercise, and training. Vision Principle: Neighborhoods and a Sense <br />of Community. <br />Background: <br />• The Virginia Department of Emergency Management (VDEM) has awarded the City of <br />Portsmouth $30,000.00 in the 2011 Haz-Mat Team Equipment, Exercise, and Training Grant. <br />• The funds received enable Portsmouth to maintain a superior level of readiness with regard <br />to equipment, training, and technical expertise in dealing with hazardous materials as required by <br />VDEM. <br />Discussion: <br />• All expenditures must qualify under the grant guidelines. <br />• This funding is instrumental in developing hazardous materials response capabilities for <br />Portsmouth's Hazardous Materials Team; lead City for the Southside Regional Hazardous Materials <br />Team. <br />
