393 <br /> <br />July 14, 1987 <br /> <br />$49.10 to <br />George Walker <br />t/a Walker's Grill <br />1504 Portsmouth Boulevard <br />Portsmouth, Virginia 23704 <br /> <br /> I recommend that Council adopt this motion and the refum <br />ranted." <br /> <br /> Motion of Mr. Simpson and seconded by Mrs. Lucas, that refund <br /> the amount of $49.10 (without interest), to George Walker, t/a <br /> Grill, 1S04 Portsmouth BoUlevard, Portsmouth, Virgini <br /> 23704, be granted, as requested, and was adopted by unanimous vote. <br /> NEW BUSINESS - <br /> 87-~48 Councilman Gray inquired of the report on the aFprais~ <br /> of Parkside Community Center, located at 715 Summers Place. <br /> Mr. Hanbury stated that the appraisal had been received, ~nd <br /> after it is reviewed by the staff, a report will be furnished?t thc <br /> next Council meeting. <br /> <br /> 87-317 - Motion of Mr. Simpson and seconded by Mrs. Webb, that <br />citizen be granted an additional four minutes to speak, and wa~ <br />adopted by unanimous vote. <br /> Cameron Pitts, 4816 Mallard Crescent, representing Church[and <br />Association Action Committee, spoke concerning the relocation ~f <br />railroad tracks on the Western Freeway, and requested that a T~sk <br />Force be formed to work toward the relocation of the railroad ~rack~ <br /> Motion of Mrs. Lucas and seconded by Mr. Simpson, Mr. Pit~s <br />was granted 2 additional minutes to complete his presentation,i and <br />was adopted by unanimous vote. , <br /> <br /> On motion of Mr. Barnes and seconded by Mrs. Webb, the follow- <br /> · ng resolution was adopted, and by the following vote: <br /> <br /> "A RESOLUTION EXPRESSING THE SUPPORT OF THE PORTSMOUTH CI.Y <br /> COUNCIL FOR THE RELOCATION OF THE NORFOLK SOUTHERN (NFD) <br /> RAILRAOD INTO THE RIGHT-OF-WAY OF THE WESTERN FREEWAY. <br /> <br /> WHEREAS, the Chnrchland area of the City of Portsmouth, t~e <br />Western Branch area of the City of Chesapeake and the northeastern <br />~ortion of the City of Suffolk have been developed primarily a~ re- <br />sidential areas with related commercial activity; and <br /> WHEREAS, the Norfolk Southern (NED) Railroad traverses po~tion~l <br />of these areas intersecting with many heavily traveled streets land <br />highways and regularly transports Chemicals and other hazardous <br />materials; and <br /> <br /> WHEREAS, at the insistence of this Council the Western Freeway <br />was redesigned to permit the relocation of the existing railro[d to <br />the median of the highways to be constructed from Boone in the~City <br />of Chesapeake to the termination of the rail line in the City ~f <br />Portsmouth; and <br /> <br /> WHEREAS, relocating the railroad within the right-of-way ould <br />1) reduce the possibility of traffic congestion at crossings;~2)u.~eql <br />duce the possibility ofi accidents involving hazardous chemical~ and[I <br />other materials; and 3)i facilitate the development of Vacant l~nd| <br />in Portsmouth, Chesapeake and ~uffolk; and . <br /> <br /> WHEREAS relocation of the railroad to the median during <br /> , he <br />construction of the highways result in a substantial cost savings <br />and would not delay the progress of construction of highways p~esen <br />ly scheduled in Portsmouth, Chesapeake or Suffolk; and <br /> <br /> <br />
