390 July 14, 1987 Gordon Tayloe, Attorney, Central Fidelity Bank Bldg., High and Crawford Streets, representing Swimming Point Association, was available to answer questions of Council. On:mo~ion of Mrs. Webb and seconded by Mr. Barnes, the followi~ resolution was adopted, ~and by the following vote: "A RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF PAUL JONES AVENUE AND TWO UNN~4ED TEN FOOT ALLEYS ON THE NORTH SIDE OF CRAFORD PLACE. WHEREAS, Swimming Point Associates has made application to vacate, close and discontinue Paul Jones Avenue and two unnamed ten foot alleys on the north side of Craford ~lace, and it appearing that Notice of Application and request for the appointment has been duly advertised as required by law. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virg~nma, that Richard D. Ottavio, Albert J. Cart, Howard L. Davis, George N. Powers and C. L. Knight be appointed vie~ and that Raym3nd Tweed and Charles R. Hudgins be appointed alternat~ ~iewers in the event one of the preceding viewers fails to partici- ,ate, said viewers to view the hereinafter described portion of aid street and alleys and to report to this Council in writing ~er in their opinion any~ and if any what, inconvenience would 'esult from vacating and closing the following: Paul Jcnes Avenue, a thirty foot wide right of way, starting at the eastern edge of the Washington Street right of way and running approximately 350 feet east to the Elizabeth River. ~rs A ten foot wide unnamed alley, starting at the eastern edge of the Washington Street right of way, approximately fifty (50) feet south of Paul Jones Avenue, and running approximately 230 feet east to intersection with a second ten foot alley runnmng north-south. its A portion of a second ten fcot wide unnamed alley which starts at the north edge of the Craford Place right of way and runs north to Paul Jones Avenue. The portion to be closed starts approximately ninety (90) feet north of Craford and runs approximately one hundred five (105) feet to Paul Jones Avenue. The properties are shown on the plat of the Craford Place Corporation, which plat is recorded in the Clerk's Office of the Court of Hustings for the City of Portsmouth, Virginia, in Map Book, at page 35." Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holle Nays: None 87-310 Letter from the City Manager recommending adoption of a resolution authorizing a Police Mutual Aid Agreement with Chesapeake, Norfolk, and Virginia Beach. "The cities of Portsmouth, Chesapeake, Norfolk and Virginia Beach have developed terms for a police mutual aid agreement betwee the four jurisdictions. This agreement would permit any one of the four jurisdictions to request assistance from one or more of the other jurisdictions concerning law enforcement matters. The reques~ jurisdiction would provide assistance in the form of manpower or equipment only when it determines that sufficient resources are available to continue appropriate police protection in its own 'uri~diction.
