REPORTS FROM THE CITY MANAGER <br /> <br /> 87-349 Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $50,000 from the Capital Improvement <br />Fund for roof repairs to the Public Health Building and other City <br />buildings. <br /> <br /> "The 1986-91 Capital Improvement Program authorized ~50,000 <br />for roof repairs to various City buildings. This is part of an on- <br />going program in which funds are allocated annually to ensure that <br />roofs of City cwned buildings are maintained in good condition. <br /> <br /> The major project this year will consist of replacement of the <br />~[~ roof at the Public Health Department, including new flashings <br />vasterners, and roof drains. This project was advertised for bids <br />and only one bid was received, from Roof-Tech, Inc. of Norfolk for <br />a cost of $34,290. A 10% allocation for contingencies brings the <br />cest for this work to $37,700. The Director of General Services <br />has recommended award of the bid to Roof-Tech, Inc. <br /> <br /> In addition, the Director of General Services plans_to seek <br />bids very soon to repair roofs at four ether buildings. These are <br />the City Park Cemetery Office, Port Norfolk Recreation Center, the <br />Public Works Office at the City ComFound, and the Main Library. <br />The total cost for these projects is estimated at $12,300, for a <br />total cost of $50,000, including the Public Health roof replacement <br /> <br /> I concur with the recommendation of the Director of General <br />Services and recommend that you appropriate the necessary funds and <br />authorize the award of contract." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray~ the following <br />ordinance was apprcved on first reading; award of contract to <br />Roof-Tech, Inc., as recommended, and was adopted by unanimous vote: <br /> <br /> "AN ORDINANCE TO ~PPROPRIATE $50,000 FROM THE CAPITAL <br /> IMPROVEMENT FUND FOR ROOF REPAIRS TO THE PUBLIC HEALTH <br /> BUILDING, THE CITY PARK CEMETERY OFFICE, THE PORT <br /> NORFOLK RECREATION CENTER, PUBLIC WORKS OFFICE AT THE <br /> CITY COMPOUND AND THE MAIN LIBRARY BRANCH." <br /> <br /> 87-350 Letter from the City Manager recommending adoption o~ <br />an ordinance to appropriate $135,000 from the Capital Improvement <br />Fund for the purchase of the CSX Railroad Ri~ht-of-Way from the <br />City's boundary with Chesapeake to Twin Pines Road. <br /> <br /> "The CSX '~ilroad has offered to provide the City with the righ <br />of first refusal for the purchase of its abandoned right-of-way <br />in Churchland. This property is located from the City's boundary <br />with Chesapeake to Twin Pines Road. <br /> <br /> I am pleased to inform the Council that negotiations with the <br /> CSX Railroad have resulted in a purchase price of $135,000 for thi~ <br /> approximately 9.8 acre strip. Much of the land is zoned commercial <br /> and acquisition by the City would permit control of the disposition <br /> and use of the property in a manner consistent with Council's ob- <br /> jectives. <br /> <br /> As you may recall, funding for the acquisition of the property <br /> has been provided through the reallocation of the Bart and South <br /> Street project that was approved by Council in May. <br /> <br /> I, therefore, recommend that City Coucil adopt this ordinance <br /> appropriating the necessary $135,000 and authorize me to sign the <br /> p~rchase agreement with the GSX Railroad." <br /> <br /> On motion of Mrs. Lucas and seconded by Mrs. Webb, the follow- <br /> ing ordinance was approved on first reading; authorization to sign <br /> purchase agreement with CSX Railroad, as requested, and was adopte~ <br /> <br /> <br />
