Battle, Assistant Pastor of the Church of God <br />and Christ, opened the meetmng with prayer, followed by the Pledge <br />of Allegiance to the Flag. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Simpson, minutes of the <br />special called meeting of July 28, 1987; minutes of the called <br />meeting of July 28, 1987; minutes of the regular meeting of July 28~ <br />1987; and emergency called meeting of July 29, 1987, to be approved <br />as received, and was adopted by unanimous vote. <br /> <br />Mayor Holley welcomed all visitors in attendance. <br /> <br />87-347 <br /> <br />Public Hearing to consider zhe issuance of $415,000 <br />of General Obligation Bonds of the City of Portsmouth <br />Virgmnla for the purpose of providing funds to pay <br />the cost of drainage, curb, gutter and street improve- <br />ment projects. (Western Freeway Project/Towne Point <br />Road Project) <br /> <br /> John G.
