February 28, 2012 <br />Recommended Action: <br />• Adoption of the proposed resolution. Vision Principle: Neighborhoods and a <br />Sense of Community. <br />Next Steps Following Council Action: <br />• Forward the attached request letter to the Virginia Department of Environmental <br />Quality. <br />Motion by Mr. Edmonds, and seconded by Mr. Heretick, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO REQUEST THE VIRGINIA <br />DEPARTMENT OF ENVIRONMENTAL QUALITY TO 1) DESIGNATE THE HAMPTON <br />ROADS PLANNING DISTRICT COMMISSION AS THE REGIONAL SOLID WASTE <br />PLANNING AGENCY FOR THE REGION, AND 2) DESIGNATE THE AREA WITHIN <br />THE ORIGINAL BOUNDARIES OF THE SOUTHEASTERN VIRGINIA PLANNING <br />DISTRICT COMMISSION AS THE REGIONAL SOLID WASTE PLANNING REGION. <br />WHEREAS, in 1990, the jurisdictions in Southeastern Virginia designated the <br />Hampton Roads Planning District Commission (HRPDC) as the Regional Solid Waste <br />Planning Agency and the Southeastern Public Service Authority (SPSA) of Virginia as <br />the Regional Solid Waste Management Agency; and <br />WHEREAS, with the 2005 update of the Regional Waste Management Plan, <br />SPSA was also designated the Regional Solid Waste Planning Agency; and <br />WHEREAS, at their March 2010 meetings, HRPDC and SPSA determined that <br />HRPDC should more appropriately serve as the Regional Solid Waste Planning <br />Agency; and <br />WHEREAS, the Virginia Solid Waste Planning Regulations require that localities <br />electing to satisfy the Regulations through a regional planning process must designate a <br />regional solid waste planning agency and request that the Virginia Department of <br />Environmental Quality change its agency designation; and <br />WHEREAS, the City Manager and the City Engineer recommend the designation <br />of HRPDC as the Regional Solid Waste Planning Agency. <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia that: <br />(1) It approves of the designation of the Hampton Roads Planning District <br />Commission as the Regional Solid Waste Planning Agency for the region. <br />(2) It approves of the designation of the area within the original boundaries of <br />the Southeastern Virginia Planning District Commission as the Regional Solid Waste <br />Planning Region. <br />(3) The City Manager and the City Engineer are authorized to execute such <br />documents and provide such assurances as they deemed consistent with this resolution <br />and the best interests of the City." <br />Ayes: Cherry, Edmonds, Heretick, Moody, Whitehurst, Wright <br />Nays: None <br />12 - 84 -Adoption of a resolution authorizing a cooperation agreement with the <br />Portsmouth Redevelopment and Housing Authority concerning redevelopment of <br />the former Cradock High School site.
