R. Timothy Ames, Pastor of Alexander Baptist Church, <br /> ~ened the meeting with prayer, followed by the Pledge of Allegiance <br />to the Flag. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Simpson, minutes of <br />called meeting of August 11, 1987; and minutes of the regular <br />meetmng of August 11, 1987, to be approved as received, and was <br />adopted by unanimous vote. <br /> <br />the <br /> <br />Mayor Holley welcomed all visitors ~n attendance. <br /> <br />87-370 Public Hearing on a use permit application: <br /> <br />(a) Use Permit UP 87-19 <br /> <br />WESTHAVEN NEIGHBORHOOD: Use permit <br />application of the Portsmouth <br />Children's Home, Inc., by Attorney <br />William H. Oast, III, for a home <br />for the care of children at 4211 <br />County Street. <br /> <br /> William H. Oast, 821 Middle Street Mall, Attorney, representin <br />Holiday House of Portsmouth, Inc., spoke in support of the appli- <br />cation. <br /> <br /> Motion of Mr.~Gray and seconded by Mr. Barnes, to concur in <br />the recommendation of the Planning Commission, UP 87-19 for a home <br />for the care of children at 4211 County Street, was approved on <br />first reading, and was adopted by unanimous vote. <br /> <br />UNFINISHED BUSINESS <br /> <br /> Councilman Barnes requested that Item 87-348(d) be removed <br />from the Consent Agenda. <br /> <br />Consent Agenda <br /> <br /> On motion of Mrs. Webb and seconded by Mrs. Lucas, the follow- <br />lng items approved on first reading at the Public Hearing of <br />August.il, 1987 and regular meeting of August 11, 1987, were adop~e <br />on final reading, and by the following vote: <br /> <br />87-348 Use permit and group housing project applications: <br /> <br />"A RESOLUTION GRANTING A USE PERMIT TO MONTESSORI <br />PREPARATORY SCHOOL TO OPERATE A PRIVATE PRE-SCHOOL <br />PROGRAM AT ST. ANDREW LUTHERAN CHURCH 4811 HIGH <br />STREET WEST. <br /> <br /> WHEREAS, Marilyn Jennings, Directress, of Montessori Prepara- <br />tory School, has made application pursuant to 940-73 (b) of the Cod <br />of the City of Portsmouth, Virgmnia, 1973, for the granting of a us <br />permit to operate a Montessor~ Pre-SchDoI at St. Andrew Lutheran <br />Church, 4811 High Street West; and <br /> <br /> WHEREAS, the applicant and the Planning Director have done all <br />things required to be done mn connection with said application; and <br /> <br /> WHEREAS, the Planning Commission has recommended the granting <br />of said use permit with conditions. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br /> <br /> <br />
