August 25, 1987 Councilman Barnes, requested the City Manager the problem concerning the house without insulation and mmproper ventilation of the gas heater. to report on in the attic 87-383 Bill Watson, 200 Gee Street, representing Highland Biltmore Civic League, spoke concerning his proposed recreation center and the assessment on the property at 716 Summers Place. 87-384 George M. Rose, 640- Portsmouth Blvd., spoke concerni] threats he felt were made against people involved in the re-call petitions. 87-385 - Motion of Mr. Barnes and seconded by Mr. Gray, to go into executive session in accordance with Section 2.1-344 of the Code of ~irginia to discuss the following, and was adopted by the following vote: 1. The condition, acquisition and use of real property for public purposes as permitted under subsection (a) (2); 2. Consideration of a personnel matter as permitted under subsection (a) (1); 3. Consultation with City Attorney and briefing by staff members pertaining to actual or potential litigation or other legal matters within the jurisdiction of the City Council as )ermitted under subsection (a) (6), 4. The disposition Of Fublicly held property as permitted lnder subsection (a) (2); S. Consideration of appointments by the City Council as permitted under subsection (a) (1). Ayes: Barnes, Corprew, Gray, Holley Nays: Lucas, Simpson, Webb The Council went into executiges session at Mayor Webb and Councilman Simpson did not attend Session, 8:50 p.m. Vice the executive Council reconvened the regular meeting at 9:03 F.m., with all members present. 87-386 - Councilman Barnes requested the Council to consider the possibility of having a meeting on Mondays, prior to the regular Council meetings; have the City Manager and City Attorney to report in executive session on legal matters, sale and purchase of property, and personnel matters that are permitted under the Freedom of Information Act; all other matters of any type should be discussed in public session. I don't think that Council has the time, under the present procedure, to know what is going on. We get volumes of printed matter from the administration that I don't have the opportunity to review properly. I like to discuss matters in conjunction with other members of the Council. I think we all shoulc be a team and we are going in directions now that we are not as a team; and I feel we can have a clear and open discussion among the Council members and hear it al'l together and not have to go individually to the Administration or anyone in the Administration to discuss matters individually; that we should ~hear it jointly as a team and work together as a team.
