August 25, 1987 <br /> <br /> Councilman Barnes, requested the City Manager <br />the problem concerning the house without insulation <br />and mmproper ventilation of the gas heater. <br /> <br />to report on <br />in the attic <br /> <br /> 87-383 Bill Watson, 200 Gee Street, representing Highland <br />Biltmore Civic League, spoke concerning his proposed recreation <br />center and the assessment on the property at 716 Summers Place. <br /> <br /> 87-384 George M. Rose, 640- Portsmouth Blvd., spoke concerni] <br />threats he felt were made against people involved in the re-call <br />petitions. <br /> <br /> 87-385 - Motion of Mr. Barnes and seconded by Mr. Gray, to go <br />into executive session in accordance with Section 2.1-344 of the <br />Code of ~irginia to discuss the following, and was adopted by the <br />following vote: <br /> <br /> 1. The condition, acquisition and use of real property for <br />public purposes as permitted under subsection (a) (2); <br /> <br /> 2. Consideration of a personnel matter as permitted under <br />subsection (a) (1); <br /> <br /> 3. Consultation with City Attorney and briefing by staff <br />members pertaining to actual or potential litigation or other <br />legal matters within the jurisdiction of the City Council as <br />)ermitted under subsection (a) (6), <br /> <br /> 4. The disposition Of Fublicly held property as permitted <br />lnder subsection (a) (2); <br /> <br /> S. Consideration of appointments by the City Council as <br />permitted under subsection (a) (1). <br /> <br />Ayes: Barnes, Corprew, Gray, Holley <br />Nays: Lucas, Simpson, Webb <br /> <br /> The Council went into executiges session at <br />Mayor Webb and Councilman Simpson did not attend <br />Session, <br /> <br />8:50 p.m. Vice <br />the executive <br /> <br /> Council reconvened the regular meeting at 9:03 F.m., with all <br />members present. <br /> 87-386 - Councilman Barnes requested the Council to consider <br />the possibility of having a meeting on Mondays, prior to the <br />regular Council meetings; have the City Manager and City Attorney <br />to report in executive session on legal matters, sale and purchase <br />of property, and personnel matters that are permitted under the <br />Freedom of Information Act; all other matters of any type should be <br />discussed in public session. I don't think that Council has the <br />time, under the present procedure, to know what is going on. We get <br />volumes of printed matter from the administration that I don't have <br />the opportunity to review properly. I like to discuss matters in <br />conjunction with other members of the Council. I think we all shoulc <br />be a team and we are going in directions now that we are not as a <br />team; and I feel we can have a clear and open discussion among the <br />Council members and hear it al'l together and not have to go <br />individually to the Administration or anyone in the Administration <br />to discuss matters individually; that we should ~hear it jointly <br />as a team and work together as a team. <br /> <br />On motion meeting adjourned at 9:08 p.m. <br />APPROVED -~./ / <br /> <br /> k~J Mayor <br /> <br />City Clerk <br /> <br /> <br />
