February 14, 2012 Discussion: ? This plan is an updated and enhanced version from the original 2006 Southside Hampton Roads Regional Hazard Mitigation Plan. ? FEMA requires that Hazard Mitigation Plans must be updated and approved by the local government every 5 years. ? This plan has been reviewed and approved by VDEM and FEMA. Financial impact: ? Next Steps Following Council Action: ? Send a copy of the signed resolution to HRPDC for completion of plan. ? Incorporate plan into City of Portsmouth planning. Motion by Mr. Heretick, and seconded by Mr. Edmonds, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION APPROVING THE 2011 SOUTHSIDE HAMPTON ROADS REGIONAL HAZARD MITIGATION PLAN TO REDUCE DAMAGES AND SAVE LIVES IN THE EVENT OF A NATURAL DISASTER IN THE REGION. WHEREAS, in an effort to reduce the Nation’s mounting natural disaster losses, the U. S. Congress passed the Disaster Mitigation Act of 2000 that requires, in part, that state and local governments develop a hazard mitigation plan in order to remain eligible for pre- and post-disaster mitigation funding; and WHEREAS ,such a plan provides a blueprint for helping localities reduce damages and save lives in the event of a natural disaster in the region WHEREAS , the 2006 Southside Hampton Roads Regional Hazard Mitigation Plan (“Plan”) was prepared in coordination with the Federal Emergency Management Agency (FEMA) and the Virginia Department of Emergency Management; and WHEREAS, the Plan was the result of a comprehensive planning process undertaken by Isle of Wight County, Norfolk, Portsmouth, Smithfield, Suffolk, Virginia Beach and Windsor that included regional meetings and public hearings; and WHEREAS, FEMA requires that Hazard Mitigation Plans must be updated and approved by the local government every five years; and WHEREAS, the 2011 Southside Hampton Roads Regional Hazard Mitigation Plan is an updated and enhanced version of the original 2006 Southside Hampton Roads Regional Hazard Mitigation Plan.
