February 14, 2012 <br /> <br />Background: <br /> <br />? <br /> The Portsmouth Police Department has been awarded grant funding in the <br />amount of $54,000 from the National Preparedness Directorate, United States <br />Department of Homeland Security (DHS) through the Virginia Department of <br />Emergency Management (VDEM) to provide for the purchase of a Canine Explosive <br />Detecting unit for the Portsmouth Police Department. <br />? <br /> This investment preemptively addresses inter-modal security issues through <br />acquisition of integrative systems for providing mission-specific operational capabilities. <br />It ensures an increased port security posture with superior integrative solutions and <br />funding to prevent any disruption of commerce or military operations resulting from an <br />attack against critical infrastructure in the DHS designated “high-threat urban area.” <br /> <br />Discussion: <br />? <br /> This Investment consists of one (1) canine, one (1) canine transport vehicle, a <br />kennel and requisite canine/handler training. <br />? <br /> This investment provides an asset that greatly improves our ability to provide port <br />security and critical incident response, not only in Portsmouth, but also to and in <br />surrounding jurisdictions. It will enhance the abilities of the Norfolk Harbor’s law <br />enforcement agencies to perform the identification, detection and neutralizing of <br />improvised explosive devices (IED)s. This investment will also provide mission critical <br />support by completing our transformation process into a fully capable, multi- <br />jurisdictional and 1st tier public safety response agency. <br /> <br />Financial Impact: <br /> <br />? <br /> This grant does not require a cash match. <br /> <br />Staff Recommends: <br />? <br /> Adoption of an ordinance to appropriate a $54,000 grant from the U. S. <br />Department of Homeland Security (DHS) through the Virginia Department of <br />Emergency Management (VDEM) to the Portsmouth Police Department (PPD) to <br />provide funds for acquisition of canine and associated material & equipment for the <br />Portsmouth Police Department (PPD). Vision Principle: Leading Maritime Center. <br /> <br />Next Steps Following Council Action: <br />? <br /> The Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A 2011 PORT SECURITY GRANT IN THE AMOUNT OF <br />$54,000 FROM THE VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT <br />AND APPROPRIATING SAID AMOUNT IN THE FY 2011-12 GRANTS FUND FOR <br />PORT SECURITY PROGRAMS.” <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Whitehurst, Wright <br />Nays: None <br /> <br />12 - 64 - Adoption of a resolution approving the 2011 Southside Hampton Roads <br />Regional Hazard Mitigation Plan. <br />Vision Principle: Neighborhoods and a Sense of <br />Community. <br /> <br />Background: <br />? <br /> Section 322 of the Disaster Mitigation Act of 2000 requires that state and local <br />governments develop a hazard mitigation plan in order to remain eligible for pre-and <br />post-disaster mitigation funding. <br />? <br /> The purpose of this mitigation plan is to protect life and property by reducing the <br />potential for future damages and economic losses that result from natural and man- <br />made hazards. <br />? <br /> The Federal Emergency Management Agency (FEMA) regulations require local <br />government approval of its hazard mitigation plan. <br /> <br /> <br /> <br /> <br /> <br /> <br />
