The Virginia Department of Emergency Management recognizes the critical role <br />of emergency management at the local level. Strong local emergency management <br />programs keep the Commonwealth safer, and allow all of us to respond and recover <br />effectively and efficiently when an emergency or disaster occurs. <br />. The grant requires a 1: 1 match ratio and the salary of the Deputy Coordinator of <br />Emergency Management is utilized as the City's contribution. <br /> <br />Discussion: <br />. Emergency Management equipment, supplies, and training are funded by this program. <br />This funding is essential in supporting the mission of protecting Portsmouth citizens from <br />natural and man-made disasters. <br /> <br />Financial Impact: <br />. Acquire equipment, supplies, and training in support of the City's comprehensive <br />emergency management program. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING IN THE FY 2011-12 GRANTS FUND THE <br />SUM OF $43,840 RECEIVED FROM THE VIRGINIA DEPARTMENT OF <br />EMERGENCY MANAGEMENT FOR THE LOCAL EMERGENCY MANAGEMENT <br />PROGRAM." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Whitehurst, Wright <br />Nays: None <br /> <br />12 - 16 - Adoption of an ordinance to re-appropriate $60,627.41 from the FY <br />2009-2010 Portsmouth Public Schools Operating Fund Balance surplus for a <br />renovation project at the Stephen H. Clark facility. Vision Principle: Life Long <br />Learning Community. <br /> <br />Background: <br />. On June 12, 2001 the City Council adopted a resolution (R-01-49) that provides <br />for any unspent operating fund balances of the School Division revert to the City at the <br />conclusion of each fiscal year. <br />. The resolution stated that Council will retain 25% of any such unspent operating <br />fund balance, thus returning a net of 75% of such funds to the School Division. <br />. The re-appropriated funds to the School Division shall be designated for a <br />specific School capital project(s) as a part the annual Capital Improvements Programs. <br />
