<br />At a Regular Meeting of the City Council on Tuesday, January 10, 2012, there
<br />were present:
<br />
<br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr.,
<br />Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., City Manager
<br />Kenneth L. Chandler, City Attorney G. Timothy Oksman.
<br />
<br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag led by Scout Troop 207.
<br />
<br />Mayor Wright called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to approve the minutes
<br />of a Called Meeting of December 12, 2011, of a Called Meeting of December 13, 2011,
<br />of a Regular Meeting of December 13, 2011, and of a Called Meeting of December 20,
<br />2011 and was adopted by the following vote:

<br />Ayes: Cherry, Edmonds, Heretick, Moody, Whitehurst, Wright
<br />Nays: None
<br />
<br />12 - 13 - Presentation:

<br />. Presentation of special lapel pins to newly appointed board and commission
<br />members.

<br />- Public Hearing -
<br />
<br />12 - 14 - Public hearing on use permit and street closure applications:
<br />
<br />(a) UP -11-06
<br />
<br />GLENSHELLAH - William H. Hargrove AlA, agent for PSL
<br />Properties L. L. C., requests a use permit to operate a civic club
<br />(currently the Portsmouth's Women's Club) at 304 Sycamore Road
<br />and also a Chesapeake Bay Exception to expand the existing
<br />building on site. The property is further described as Tax Map364
<br />Parcel 13. The Comprehensive Plan calls for the site to be
<br />developed with single family residences - low to moderate density.

<br />1. Margaret Windley, 443 Douglas Avenue, spoke in support of this item.
<br />
<br />2. Lawrence I'Anson, Jr., 306 Sycamore Road, voiced his concern about the expansion
<br />and possible noise.
<br />
<br />3. William Hargrove, 10 Crawford Parkway, spoke in support of this item.
<br />
<br />4. Brian Early, 201 West Road, spoke in opposition to this item.
<br />
<br />5. Brandon Griffin, 301 West Road, spoke in opposition to this item.
<br />
<br />6. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with the impact this
<br />project will have on the residents.
<br />
<br />Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to concur with the
<br />recommendation of the Planning Commission that UP-11-06 be approved, and was
<br />adopted by the following vote:
