<br /> WHEREAS, Maury W. Cooke has made application to vacate, close
<br />and discontinue the hereinafter-described portion of Watson Street,
<br />and it appearing that Notice of Application and Request for Appoin~
<br />merit of Viewers has been duly advertised as required by law.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
<br />Portsmouth, Virginia, that Richard D. Ottavio, Charles R. Hudgins,
<br />Robert Reed, Harrison Miller and Moses Gibson be appointed viewers
<br />and that Robert McCurdy and Emmerson Smith Be appointed alternate
<br />viewers in the event one of the preceding viewers fails to partici-
<br />pate, said viewers to view the hereinafter-described portion of suc
<br />street and to report to this Council in writing whether in their
<br />opinion any, and if any what, inconvenience would result in vacati~
<br />and closing the following:

<br />Watson Street
<br />
<br /> All that certain lot, pi.ece or parcel of land, with
<br />the appurtenances thereunto belonging, lying, situate and
<br />being in the City of Portsmouth, Virginia, designated as
<br />Watson Street (formerly County Street), on that certain
<br />physical survey of 701 Airline Boulevard, Portsmouth,
<br />Virginia, dated June 10, 1987, and prepared by Steven
<br />I. Boone and Associated, P.C., land surveyors, a copy
<br />of which is attached hereto and made a part hereof.
<br />The prcperty described herein is also more particularly
<br />bounded and described as follows:
<br />
<br /> Beginning at a point on the west side of Potomac
<br />Avenue (formerly Vermont Avenue) which point is marked
<br />by a pipe found at the northeastern most corner of 701
<br />Airline Boulevard and from said point of beginning
<br />running thence south 88~ 25' 35" west distance of
<br />56.36 feet to a pin in the eastern line of Airline
<br />Boulevard; thence running north 43° 24' 35" east a
<br />distance of 58.33 feet to a point, thence continuing
<br />on a curve to the right having a radius of 10.00
<br />feet, and arc distance of 24.11 feet to Foin~; thence
<br />running south 01© 34' 25" west 36.79 feet to the point
<br />and place of beginning."

<br /> 87-393 The following resclution deferred from the regular
<br />meeting of September 8, 1~87, was taken up and read.
<br />
<br /> On motion of Mrs. Webb and seconded by Mrs. Lucas, the followi
<br />resolution was adopted on final reading, and by the following vote:
<br />
<br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY-
<br />OWNED PROPERTY ON INDUSTRIAL AVENUE AND LEE AVENUE TO
<br />THE VIRGINIA PORT AUTHORITY.
<br />
<br /> WHEREAS, the City owns
<br />of p~operty, which property
<br />and is, hereby, declared to
<br />
<br />certain hereinafter described parcels
<br />is no longer required for public purpos
<br />be excess property; and
<br />
<br /> WHEREAS, the Virginia Port Authority has offered to purchase
<br />said property for the sum of $89,712.00 to be used for expanded
<br />container operatiens in the Port area; and
<br />
<br /> WHEREAS, Section 20.09 (~] of the Charter of the City of
<br />Portsmouth provides that property may be conveyed to the Common-
<br />wealth of Virginia or a political subdivision thereof without
<br />advertisement and receipt of bids;
