<br />At a Regular Meeting of the City Council on Tuesday, December 13, 2011, there
<br />were present:
<br />
<br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr.,
<br />Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., City Manager
<br />Kenneth L. Chandler, Senior Deputy City Attorney George M. Willson.
<br />
<br />Reverend Dr. John Throop opened the meeting with prayer, which was followed
<br />by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Wright called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to approve the minutes
<br />of a Called Meeting of November 21, 2011, of a Called Meeting of November 22, 2011,
<br />and of a Regular Meeting of November 22, 2011, and was adopted by the following
<br />vote:

<br />Ayes: Cherry, Edmonds, Heretick, Moody, Whitehurst, Wright
<br />Nays: None

<br />Public hearing on the proposed revision of the City Council Vision
<br />Statement for the year 2030.
<br />
<br />1. Keith Atkins, 4021 Oakhurst Road, voiced his concern with the lack of a main
<br />attraction in the city.
<br />
<br />2. Patricia Chalmers, 1514 Lane Place, asked that City Council include a vision on how
<br />to keep the city clean.
<br />
<br />3. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his skepticism with the
<br />accomplishments of the Vision Statements being set too low.

<br />
<br />Public hearing on the proposed adoption by the City Council of a
<br />resolution to request the General Assembly to amend the present
<br />city charter.
<br />
<br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his support for this item but does
<br />not support the hiring of a City Auditor.
<br />
<br />11 - 475 - Public hearing on use permit application:
<br />
<br />UP-11-05
<br />
<br />UPTOWN - High Meadows Holdings LLC by Tameka D. Blount,
<br />operator, requests a use permit to operate a child care facility for up
<br />to 130 students at 915 High Street. The property is currently zoned
<br />D-1 T5. The Comprehensive Plan calls for the area to be
<br />developed as a Mixed Use Corridor. Vision Principle: A Robust
<br />and Prospering Economy.
<br />
<br />1. Tameka Blount, 819 Zircon Court, Virginia Beach, spoke in support of this item.
<br />
<br />Motion by Mr. Moody, and seconded by Mr. Heretick, to concur with the
<br />recommendation of the Planning Commission that UP-11-05 be approved, and was
<br />adopted by the following vote:
