This use permit is approved subject to the following <br />conditions: <br /> <br /> (a) This use permit shall expire on November 1, 1988, <br />and any request for an extension of time must be supported by <br />findings such as would be required if the use permit was being <br />requested for the first time. <br /> <br /> (b) The operator of the junkyard must meet all <br />applicable code requirements for junkyards including, but not <br />limited to, the eight foot (8') fence or wall requirement provided <br />for in ~40-69 (b)." <br /> <br />Ayes: Barnes, Corprew, Lucas, Holley <br />Nays: Gray, Simpson, Webb <br /> <br /> 87-449 - Letter from the City Manager recommending adop- <br />tion of a resolution approving the Capital Improvement Program, <br />deferred from the regular meeting of October 13, 1987. <br /> <br /> "On September 8, 1987, I transmitted to you the 1987-92 Capital <br />Improvement Program. Since that time, we have had public work <br />sessions, public hearings, as well as written input from <br />individuals. On October 21, 1987, I met with approximately 75 <br />people to d~scuss the Capital Improvement Program in general and <br />the proposal to construct a new Churchland High School in <br />particular. <br /> <br /> After considering all of the discussions and recommendations <br />of the Municipal Finance Commission and Planning Commission, I <br />recommend that City Council consider the attached Capital <br />Improvement Program. As stated earlier, I feel that without the <br />growth anticipated from the expenditure of the streetscapes, the <br />issuance of S10 million per year could possibly jeopardize our <br />bond rating. However, since we will not sell bonds for <br />approximately 18 months, it does provide an opportunity to monitor <br />our growth patterns to see if indeed we should issue that amount <br />in Years 4 and 5. <br /> <br /> Therefore, for the 1987-88 bonding year, the Capital <br />Improvement Budget would reflect the following: <br /> <br />Drainage <br />Education ......................... <br />Priority Action Program ........... <br />Industrial ~ Economic Development. <br />Public Utilities .................. <br />Parks & Recreation ................ <br />Public Safety ..................... <br />Municipal Facilities .............. <br />Miscellaneous ..................... <br /> <br />& Street Improvements ...........
