5O3 <br /> <br />NoVember t0, 1987 <br /> <br /> Motion of Mr. Barnes and seconded by Mr~ Gray~ that <br />authorizat~oh be granted tO execu~e'a Fifth Amendment-to the <br />development~ agreement~ to seaboard coastline Associates, and was <br />adopted by unanimous vote. <br /> <br /> 87-478 - Letter from the City Manager recommending adop- <br />tion of a motion tO authorize the eXeCutiOn of a Second amendment <br />to the development agreement for the Portsmouth Parkside Project. <br /> <br /> "The PRHA, the City, W. B. Meredith, II, Inc. and Portsmouth <br />Parkside Development Associates entered into a Developf~ent <br />Agreement on July 28, 1986, for the constructiOn of condominium <br />residential Units, related parkingl commercial ahd"retail office <br />space, and a public Parking garage. An .Amendment to that <br />Deve~epm~nt Agreement'w~s made on March 27~ 1987. The municipal <br />parking~g~rage is nearing completion, howeve?, ~d~e to certain <br />unforeseeable circumstances beyond the,controi;of'the~developer, <br />revision Of the development schedule of the condominium project <br />required~ The proposed amendment would provide for the <br />acquisition of the parcel by the developer,-on-~or before November <br />27, 1987 with construction on Phase I to commence within thirty <br />days thereafter. <br /> <br /> I,' therefore, recommend the~adoption of a motion authorizing <br />the execUtion of a Second Amendment to the, Development Agreement <br />for the Meredith Project." <br /> <br /> Motion of Mr, Gray .and seconded by Mr-,~ BaPnes, that <br />authorizati-on be granted to exeoute a Second Amendment to the <br />development agreement for the Portsmouth Parkside Project by <br />extending the closing date to mid-December, and was adopted by <br />unanimous vote. , , <br /> <br /> 8~7-4~9- Letter~ from t'he City Manager, recOmmending adop, <br />tion of a motion to transfer funds from the Grants Contingency~ <br />Account for the following Police programs: <br /> <br /> ~;' $15;000 for a Sobriety Checkpoint~ Enforcement--Program <br /> b. $22,000 for a Selective Enforcement Program <br /> <br />a <br /> <br /> ~:, ~1~;~00 for a Publ~ic Awareness and Educatio~ Program <br /> <br /> "I am pleased to inform you that Mr. Donatd~-E~ ~ill~iams,~ <br />Commissioner for the Virginia Department of Motor Vehicles, has <br />approved the Police Department"s application ,to~,coDduc~ 3 grant <br />programs. <br /> <br /> First, the Sobriety checkpoint Enforcemen5 Program is <br />designed to reduce the number of DU~-related acci-~ents bz getting <br />the offender off the road. Sobriety checkPointS will be <br />established throughout the,C'ity in~.hi~glh accident/hLgh traffic <br />areas on Sixteen occasions during the year.- The patrol' officers <br />will be assigned to each checkpoint to faCilitate speedy:and <br />convenient processing for the public. The U. S. Department of <br />Transportation & Highway Safety has awarded the Ciqy of~P,ortsmout] <br />$15,000 in federal funds to conduct the'program, representing 50% <br />of the total project costs. The required local ~match of $15,000 <br />will be provided through in-kind costs for equipment and <br />personnel. <br /> <br /> <br />
