"The PRHA, the City, W. B. Meredith, II, Inc. and Portsmouth Parkside Development Associates entered into a Developf~ent Agreement on July 28, 1986, for the constructiOn of condominium residential Units, related parkingl commercial ahd"retail office space, and a public Parking garage. An .Amendment to that Deve~epm~nt Agreement'w~s made on March 27~ 1987. The municipal parking~g~rage is nearing completion, howeve?, ~d~e to certain unforeseeable circumstances beyond the,controi;of'the~developer, revision Of the development schedule of the condominium project required~ The proposed amendment would provide for the acquisition of the parcel by the developer,-on-~or before November 27, 1987 with construction on Phase I to commence within thirty days thereafter. I,' therefore, recommend the~adoption of a motion authorizing the execUtion of a Second Amendment to the, Development Agreement for the Meredith Project." Motion of Mr, Gray .and seconded by Mr-,~ BaPnes, that authorizati-on be granted to exeoute a Second Amendment to the development agreement for the Portsmouth Parkside Project by extending the closing date to mid-December, and was adopted by unanimous vote. , , 8~7-4~9- Letter~ from t'he City Manager, recOmmending adop, tion of a motion to transfer funds from the Grants Contingency~ Account for the following Police programs: ~;' $15;000 for a Sobriety Checkpoint~ Enforcement--Program b. $22,000 for a Selective Enforcement Program a ~:, ~1~;~00 for a Publ~ic Awareness and Educatio~ Program "I am pleased to inform you that Mr. Donatd~-E~ ~ill~iams,~ Commissioner for the Virginia Department of Motor Vehicles, has approved the Police Department"s application ,to~,coDduc~ 3 grant programs. First, the Sobriety checkpoint Enforcemen5 Program is designed to reduce the number of DU~-related acci-~ents bz getting the offender off the road. Sobriety checkPointS will be established throughout the,C'ity in~.hi~glh accident/hLgh traffic areas on Sixteen occasions during the year.- The patrol' officers will be assigned to each checkpoint to faCilitate speedy:and convenient processing for the public. The U. S. Department of Transportation & Highway Safety has awarded the Ciqy of~P,ortsmout] $15,000 in federal funds to conduct the'program, representing 50% of the total project costs. The required local ~match of $15,000 will be provided through in-kind costs for equipment and personnel.
