November 10, 1987 NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that Richard D. Ottavio, Albert J. Carr, Howa~d"L. Davis, George N. Powers, Sr., and James V. McGehee be appointed viewers and that Simon P. Arrington and James H. Griffin be appointed alternate viewers in the event one of the preceding viewers-fails to participate, said viewers to view the hereinafter described portion of said street and to report to this Council-in w~riti~g whether in their opinion any, and if any what, inconvenience would result in vacating and closing the following: - ..~ First Street Ail that portion of First Street-being 60' in width and extending from the southern boundary of Crawford Street to the northern boundary of wythe Street." Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holley Nays: None 87-475 Letter from the City Manager recommending adop- tion of a resolution appointing viewers for the closure of a portion of Kayton Street. "The City of Portsmouth has made-application to vacate a portion of First Street. The Notice of Application and Request for Appointment Qf Viewers has been advertised. I recommend adoption of the resolution appointing viewers for this application." Motion of Mrs. Webb and seconded by Mrs. Lucas, the following resolution was adopted, and by the following vote: "A RESOLUTION APPOINTING VIEWERS FOR THE CLOSURE OF Ao 3-~ PORTION OF KAYTON STREET. WHEREAS, Clyde E. Smith has made application to vacate, close and discontinue the hereinafter described portion of Kayton Street and it appearing that Notice of Application and Request for Appointment of Viewers has been duly advertised as required by law. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that Richard D. Ottavio, Charles R. Hudgins, Robert Reed, Harrison Miller and Moses Gibson be appointed viewers and that Raymond Tweed and L.A. Clark be appointed alternate viewers in the event one of the preceding viewers fails to participate, said viewers to view the hereinafter described portion of said street and to report to this Council in writing whether in their-opinion any, and if any what, inconvenience would result in vacating and closing the following: ~ayton Street That portion of Kayton Avenue shown on the amended plat Of South Highlands ~1, duly recorded in the Clerk's Office of the Circuit Court of the City of Chesapeake, Virginia in Map Book 18, page 71, situate in the City of Portsmouth, Virginia and designated as Kayton Street upon the official records of said city, which lies between the western line of the street designated on said plat as Howard
