Novemb~r 24, 1987 <br /> <br /> Morton V. Whitlow, 113 Park Road, spoke in-opposition to the <br />application. <br /> <br /> Jane Matthews, 319 Court Street, spoke in opposition to the <br />four units requested. <br /> <br /> Robert W. Knapp, 3'20 Court 'Street, .spoke regardi-ng parking <br />conditions in the area and to'support only three Units. <br /> <br /> Motion of Mr. Simpson and seconded by Mrs. Webb, to suspend <br />the rules for a citizen to speak, and was adopted by unanimous <br />vote. <br /> <br /> Dr. Sidney Tiesenga, President of Olde Towne Civic League, <br />spoke in favor of the project. <br /> <br /> On motion of Mrs. Lucas and seconded by Mrs. Webb, that <br />GHP 87-12 for three-unit apartment at 301 Court Street, be denied, <br />and was adopted by the following vote: <br /> <br />Ayes: Corprew, Gray, Lucas, Simpson, Webb, Holley <br />Nays: None <br /> <br />- REPORTS FROM THE CITY MANAGER - <br /> <br /> 87-501 - Letter from the City Manager recommending adoption <br />of an ordinance to appropriate S20,000 from the CaPital <br />Improvement Fund for the surveying of the CSX Railroad <br />right~of-way. <br /> <br /> "On August 25, 1987 the Council approved the purchase of the <br />abandoned CSX railroad right-of-way! in Churchland. The purchase <br />and subsequent disposal of the nroDerty to adjacent l~ndow.ners <br />will require the survey and preparation of a plat for the entire <br />section extending from the City limits near the Chur~hland High <br />School north to the crossing on Twin Pines Road. Individual plats <br />will then be prepared on an as needed basis for possible sale to <br />the 40 to 50 adjacent property owners. Through a selection <br />process, the firm of Horton & Dodd was chosen to complete the <br />work. <br /> <br /> The cost of the survey work will be based on an initial not <br />to exceed cost for the overall survey on plats for disposal of two <br />areas adjacent to commercial prope'rties. Funds'for'future plats <br />will be set aside on an as needed basis. The appropriation <br />requested is as follows: <br /> <br />Horton & Dodd, P.C. $27,500 <br />Contract Administration (Engineering Dept.) $ 2,500 <br /> <br />TOTAL $30,000 <br /> <br /> The cost of ~he surveys will be funded from proceeds from the <br />sale of the land. An addit.ional S10,000 was appropriated with the <br />Council action on August 25, 1987. An appropriation of $20,000 <br />for the balance of the cost is required. The City Engineer <br />recommends appropriation of the necessary funds. <br /> <br /> Therefore, I concur and recommend appropriation of the <br />necessaryrfunds~.,, ~ <br /> <br /> On motion of Mr. Gray and seconded by Mrs. webb, the <br />following ordinance was~appro~ed on-first,reading, and. was adopted <br />by unanimous vote: <br /> <br /> <br />
