Harris, <br />Director.off-the Departm~ent~o~C~iminal Jus~ie~Ser~ces, approved <br />the Police Department's~app!icat~ons for ~ru~t~i~ng program <br />and an enforcement program. <br /> <br /> The Drug Training Program will be~imp~emenhe~over a twelve <br />month period and will involve approximately 135 officers within <br />the department. The training will focus on,.the,d~rug~:problems in <br />the Tidewater area and on the methods for attacking the problem. <br />In addition, two mid-level managers will at%end~a mo~e intensive <br />drug enforcement/management school. The,knowled~and skills they <br />develop will be directly applied to the activities of the <br />department in this new comprehensive approach to drug enforcement. <br /> <br /> The Drug Enforcement Grant Program will enhance current <br />activities by updating the intelligence system and surveillance <br />equipment. The enforcement activities will expand the focus of <br />the Special Investigations Unit to the identification and arrests <br />of mid-level dealers. The Department of Criminal Justice Services <br />has awarded the City of Portsmouth $6,935 and $34,555 in federal <br />funds for the drug training and enforcement programs <br />respectively.. This represents 75% of the total project costs. <br />The required local cash match of S2,312~and $11,565 for the <br />program, or $13,877,-represents-25% of the,project costs and will <br />be used for project expenses and equipment <br /> <br /> i recommend approval of the projects and the transfer of <br />$55,367 from the Grants Contingency Account to-support the <br />programs.-" - - .... ~ - ~ ~ - · _ <br /> <br /> On motion of Mr. Simpson and seconded by Mrs. Webb, that <br />authorization be granted to transfer-$55,367 from~therGrants <br />Contingency Account, as requested; and ~was,-ad~pted_by;unanimdus <br />vote. <br /> <br /> -~87~510~'-'Letter from~the-Ci~y Manager recommending adoption <br />of a motion to authorize<the refund of $8§6,44~{with~interest,)-to <br />Anthony and Terry M. Joyner for demolition, mowing and <br />administration charges erroneously assessed. <br /> <br /> "In 1982 and 1983 mowing and~demolition charges were assessed <br />on property located at 229 Gilmerton Avenue. At that time the <br />property was owned by Kogen P. Hashemy. Subsequently a deed of <br />trust, which had been recorded prior to the assessment of the <br />mowing and demolition charges, was foreclosed by the~Trustee. The <br />effect of this foreclosure prevented the City from asserting a <br />lien against the property, and the new owners took the property <br />free of such lien. However, the new owners paid the charges by <br />mistake. <br /> <br /> <br />
