This resolution shall take effect on the date of its adoption." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 432 - Adoption of a resolution granting approval for Med 1 Inter-Facility Care, <br />LLC, a private emergency medical services agency, to provide certain transport <br />services within the City of Portsmouth. Vision Principle: Thriving Neighborhoods <br />and a Sense of Community. <br /> <br />Background: <br />. Virginia Emergency Medical Services Regulations (12VAC5-31) and Virginia <br />Code S 15.2-955 require that private medical transport businesses receive an <br />ordinance or resolution from the governing body of each locality where the agency <br />maintains an office, stations an EMS vehicle for response within a locality. This <br />ordinance or resolution must specify the geographic boundaries of the agency's primary <br />service area within the locality. <br />. In September 2011, the Marketing Director & PR Coordinator for Med 1 Inter- <br />Facility Care, LLC requested approval to operate as a non-emergency transport service <br />provider within the City of Portsmouth. <br /> <br />Discussion: <br />. Fire Chief Don Horton has reviewed and approved the application for the Med 1 <br />Inter-Facility Care, LLC to provide certain non emergency transport services within the <br />City of Portsmouth with the conditions as follows: <br />'" The Med 1 Inter-Facility Care, LLC ("Med 1 ") agrees to limit its transport business <br />to that of non-emergency transports at all times when operating within the City of <br />Portsmouth. <br />'" Med 1 agrees that it will not attempt to provide nor respond to emergency <br />situations (commonly known as "911 " calls) within the City, unless requested by the <br />Portsmouth Fire Rescue and Emergency Services Department (PFRES) through a <br />mutual aid agreement. <br />'" Med 1 agrees that in the normal course of their transport business, while within <br />the City of Portsmouth, if they become aware of an emergency situation, they will report <br />it immediately to the City of Portsmouth's dispatch center to be handled by PFRES. <br />'" Med 1 agrees to maintain to a Virginia Department of Health Office of EMS <br />Agency License and required business license as required by the Code of Virginia. <br /> <br />Financial Impact: <br />. There is no financial impact to the City of Portsmouth. <br /> <br />Staff Recommends: <br />. Adoption of a resolution. Vision Principle: Thriving Neighborhoods and a Sense <br />of Community. <br /> <br />Next Steps Following Council Action: <br />. A copy of City Council's resolution will be sent to Virginia Office of EMS and to <br />Med 1 Inter-Facility Care for inclusion in their application for EMS Agency License. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION GRANTING APPROVAL FOR MED 1 INTER-FACILITY CARE, LLC, <br />A PRIVATE EMERGENCY MEDICAL SERVICES AGENCY, TO PROVIDE CERTAIN <br />TRANSPORT SERVICES WITHIN THE CITY OF PORTSMOUTH. <br /> <br />WHEREAS, Section 15.2-955 of the Code of Virginia provides that no <br />organization shall provide emergency medical services without the prior approval by <br />resolution of the local governing body; and <br />
