Vision <br />Principle: A Robust and Prospering Economy. <br /> <br />(b) Adoption of an ordinance amending Chapter 35 of the Code of the City of <br />Portsmouth, Virginia (2006) by amending Sections 35-216, 35-218, and 35-219 <br />thereof pertaining to real estate tax exemptions for rehabilitated, renovated, and <br />replacement properties in enterprise zones. Vision Principle: A Robust and <br />Prospering Economy. <br /> <br />(c) Adoption of a resolution authorizing and directing the City Manager to <br />execute an Enterprise Zone Local Incentives Grants Funding Agreement between <br />the City and the Economic Development Authority of the City of Portsmouth, <br />Virginia. Vision Principle: A Robust and Prospering <br /> <br />Background: <br />. On September 22, 2009 City Council approved certain local incentives in <br />conjunction with the City's application (attached) to the Virginia Department of Housing <br />and Community Development (DHCD) for the designation of an enterprise zone. <br />Portsmouth received its designation as an enterprise zone on January 1, 2010. The <br />designation is a state and local partnership and is a method to stimulate job creation, <br />private investment and revitalization. <br /> <br />Discussion: <br />. Formal action is required by City Council to enter into a Funding Agreement with <br />EDA to allow EDA to serve as the conduit for delivering the Business Personal Property <br />Investment Grants and the Machinery & Tool Investment Grants, and to deliver the <br />grants and/or in-kind services for the Mixed-Use Development Incentive. <br />. The new Chapter 9.2 will allow for the rebate of certain development fees for <br />qualifying developments in the enterprise zone. <br />. The amendment to Chapter 35 will expand the tax exemption for qualifying <br />properties in the enterprise zone. <br />
