566 <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Williams, to <br />concur in the recommendation of planning Commission, GHP 87-16 <br />for a four -unit apartment building at the southeast corner of <br />Duke Street and Prentis Avenue, was approved on first reading <br />and by 4-3 (Nays-Lucas, Corprew, Williams) vote. <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Williams, to <br />suspend the rules to call Mrs. Mag§ie Anderson to speak, and <br />was adopted by unanimous vote. <br /> <br /> Maggle Anderson, 1510 Parker Avenue, requested that a <br />study be made of the area in relation to future development. <br /> <br />- UNFINISHED BUSINESS - <br /> <br /> Councilman Barnes requested that Item 88-5 be removed from <br />the Consent Agenda. <br /> <br />Consent Agenda <br /> <br /> On motion of Mrs. Lucas and seconded by Mr. Barnes, the <br />following items approved on first reading at the Public Hearing <br />and Regular Meeting of January 12, 1988, were adopted on final <br />reading, and by the following vote: <br /> <br />88-4 Use permit application: <br /> <br />(a) <br /> <br />"A RESOLUTION GRANTING A USE PERMIT TO WILLIAM C. <br />CREECY TO OPERATE A STORAGE WAREHOUSE AND YARD AND <br />A WHOLESALING AND JOBBING ESTABLISHMENT AT 730-734 <br />FLORIDA AVENUE. <br /> <br /> WHEREAS, william C. Creecy has made application pursuant <br />to [40-71 (b) of the Code of the City of Portsmouth, Virginia, <br />as amended, for the granting of a use permit as <br />hereinafter-described; and <br /> <br /> WHEREAS, the applicant and the Planning Director have done <br />all things required to be done in connection with said <br />application; and <br /> <br /> WHEREAS, the Planning Commission has recommended the <br />granting of said use permit. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia: <br /> <br />1. That the use for which the use permit is sought: <br /> <br /> (a) Will not affect the health and safety of persons <br />residing or working in the neighborhood of the proposed use; <br /> <br /> (b) Will not be detrimental to the public use or <br />injurious to the property or improvements in the neighborhood; <br />and <br /> <br /> (c) Will be in accord with the purposes of the Zoning <br />Chapter of the City Code. <br /> <br /> <br />
