Harris, in an effort to <br />bring.to~you~a wOrkable solution to:the<Cohcerns raiSed. <br /> <br /> From these discussions, a~lease agreement has been drafted <br />incorporating ~he major pointsqra~sed~by~Mr~ Frye, Mr~ ~Turner; <br />Dr. Harris and City staff. Prior to the execution of the lease <br />agreement,~City. Council approval is~required, In addition, the <br />Zoning and Use Permit applications ieurrently pending before the <br />?lanning~Commission must be rev~se~to:reflect the inclusion of <br />City property. .The key pointS of the proposed lease are: <br /> <br /> o Year-to-year lease. <br /> <br /> o Appropriate fencing to screen the commercial use,from <br /> the Little~League. <br /> <br />o Condition that if the City,or Little League ever has <br /> need of property that the ~ease could be terminated. <br /> <br /> o That Mr. Frye and Mr. Turner seek Planning Commission <br /> and City Conncil approval for z~ning and/or use permit. <br /> <br /> o That Mr. Prye and Mr. Turner use the property for <br /> permitted<uses only.. ~ ~tem~orary~s%0rage of :vehicles <br /> only (not::a junkyard) .... ~ ' : ~ <br /> <br /> Based up0n my briefing from staff ,who met with Mr. Frye <br />and Mr. ~Tnrner, aS well as my own~discuss~ons with Dr. Harris <br />of the Charles Peete Little League, I recommend your approval <br />of a motion to authorize the lease of City property." <br /> <br /> Wesley Frye, ios'~Wright Aven~ spoke~in favor:of~lease <br /> but objected to the,rental fee proposed by the City Manager. <br /> <br /> Wilbur Turner, 4408 Leeward Drive, Chesapeake, spoke in <br /> favor of having a lease, but objected to the rental fee <br /> proposed by the City Manager. <br /> <br /> Bill Watson, 200 Gee Street, Highland-Biltmore Civic <br /> League, ~spoke. in~ snpport of the:business~of Mr. Frye and Mr. <br />Turner. : ~ '. <br /> <br /> Motion of Mr. Simpson and seconded by Mr. Barnes, that the <br /> matter be referred to the City:Manager:and be deferred ~fOr two <br /> weeks, and was adopted by unanimous vote~ <br /> <br /> <br />
