There are no substantive changes to <br />Code. These amendments simply reflect the State's adoption of the <br />1987 Edition of the BOCA Building Code and the BOCA Fire <br />Prevention Codes. <br /> <br /> To bring our Code into compliance with State la.w, I recommend <br />adoption of these amendments." <br /> <br /> ~ On motion of Mr.~ Gray and seconded by Mrs..Lucas, the <br />following ordiance was adopted, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, 1973, AS AMENDEDt BY AMENDING <br />SECTION 6-~ (a) AND SECTION 12-18 THEREOF, PERTAINING <br />TO BUILDINGS AND FIRE PREVENTION, RESPECTIVELY." <br /> <br />Ayes: Barnes, Corpew, Gray, Lucas, Simpson, Williams, Webb <br />Nays: None <br /> <br /> 88-79 - Letter from the City Manager recommending adoption of <br />an ordinance and a resolution pertaining to early retirement, as <br />follows: <br /> <br />a~) <br /> <br />an ordinance to amend the City Code by amending <br />Sections 31-262 and 31-263 pertaining to service <br />retirement and service retirement allowance, to <br />provide early retirement for members of ~he / <br />Portsmouth Supplemental Retirement System. <br /> <br />b.) a resolution providing for early retirement for <br /> ~:C~ty employee.s who. are members of the Virginia <br /> Supplemental Retirement System. <br /> <br /> "In its 1987 session the General Assembly passed legislation <br />making state employees and public school teachers eligible for <br />un,educed, retirement benefits~u~nder the Virginia Supplemental <br />Retirement System (VSRS) at age 55 with 30 years of service. The <br />legislation also gives each participating locality an option to <br />extend this retirement provision for its VSRS employees. This <br />proposed re.solution would~.a~opt.~this 55/30 option for City <br />employees who are covered by VSRS. <br /> <br /> At the time this bill was introduced, the VSRS actuaries <br />reviewed the potential cost~.and contribution rates and determined <br />that providing the unreduced retirement benefits at age 55 with 3( <br />years service would not significantly increase the contribution <br />rates. The cities of Chesapeake, Hampton, Suffolk and Virginia <br />Beach hawe adopted this o~ti.on f~or its VSRS employees. <br /> <br /> <br />
