59¸5 <br /> <br /> There shall be regular meetings of the City Council unless <br />otherwise provided by special resolution, beginning at 7:00 p.m. <br />on the Monday preceding the second Tuesday in each month. <br />Hearings which the Counc£t are required to hold for zoning relate~ <br />matters may be held at the meetings specified in this subsection. <br /> <br />(2) This amendment shall take effect, on March ~, 1988. <br /> <br /> Adopted by the Council of the City~ of Portsmouth, Virginia, <br />at a meeting held February 23, 1988" <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Lucas, the amendment <br />was~adopted, and by the~folt~ing vote: <br /> <br />Ayest Barnes, Gray, Lucas,.Simpson, Webb <br />Nays: Corprew, Williams <br /> <br /> 88-60 A motion to enter into a lease agreement between the <br />Cit~ a,nd,Wesley Frye and Wilbur, ~urner, deferred from the Regular <br />Meeting of February 9, 1988. <br /> <br /> Wesley Frye, 108 Wright Avenue, spoke in support of the leas~ <br />agreement. <br /> <br /> . .5ill Watson, 200 Gee Street, representing Highl. and- <br />Biltmore Civic League, spoke in favor of the lease agreement <br />between the City and Messures Frye and Turner, at a.lower price. <br /> <br /> ~aleigh G. Harsley, :2124 Peach Street, representing the Civic <br />Action committee for Central Civic Forum, spoke in opposition to <br />the agreement. <br /> <br /> Helen Hampton' Jones, 1006 Robinson Road, representing the <br />Central Civic Forum, opposed, the lease agreement. <br /> <br /> ~ Motion of Mr. Barnes and seconded by Mr. Gr.ay,. to authorize <br />the City Manager to enter into a lease agreement between the City <br />and Wesley Frye and Wilbur Turner, and was adopted by 6-1 <br />(Nay-SimPson) vote. <br /> <br /> and use permit applications: <br /> <br /> Motion <br />Z 87-2.6 for <br /> <br />87-523 - Rezoning <br />(a) ~87-26 <br /> <br />DOWNTOWN NEIGHBORHOOD - Rezoning <br />application of the Faith Deliverance <br />Christian Center, by Barbara M. Amos, <br />Trustee/Minister, ~o rezone property <br />at 608 Effingha~ Street; from Downtown <br />D-1-M to Downtown D=i~P, deferred from <br />the Regular Meeting of January 26, 1988. <br /> <br />of Mr. Barnes and seconded by Mr. Gray to defer <br />30 days, and was adopted by unanimous vote. <br /> <br />(b) U~'8~-2~ <br /> <br />DOWNTOWN NEIGHBORHOOD - Use Permit <br />application of the Faith Deliverance <br />Christian Center, by Barbara M. Amos, <br />Trustee/Minister, for a community <br />outreach center/place of worship at <br />608 Effingham Street, deferred from the <br />Regular Meeting of January 26, 1988. <br /> <br /> <br />
