<br />July 12. 2011 <br /> <br />Discussion: <br />. The Department of Criminal Justice Services has made available $572,829 in <br />state general funds for FY 2012 to provide these services locally. <br />. Community Corrections provides a comprehensive array of intermediate <br />sanctions to the local courts as alternatives to incarceration in the city jail. Services <br />include: probation supervision, community service work, restitution, substance abuse <br />assessment, testing and treatment, anger education, domestic violence intervention, <br />and other services as requested by the courts. Between July 1, 2009 and June 30, 2010 <br />the program served 469 Portsmouth citizens. They facilitated the collection of $9,978 in <br />restitution to victims, and $20,620 in court costs. Offenders completed 5,574 hours of <br />community service work. Over 51 offenders received conflict resolution and anger <br />education services and 265 received substance abuse services. <br />. Pretrial Services provides supervised release to defendants. Between July 1, <br />2009 and June 30, 2010 the program conducted over 1,157 investigations, screened <br />1,455 defendants, conducted 298 criminal record checks, received 276 placements on <br />supervision and monitored 513 defendants released by the magistrate. <br /> <br />Financial Impact: <br />. There is no local match and no obligation for continued funding from the City of <br />Portsmouth once the grant has ended. <br /> <br />Staff Recommends: <br />. Adoption of ordinance. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps: <br />. Program Director to provide grant management and oversight. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $572,829 FROM THE <br />VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2011-12 GRANTS FUND TO <br />PROVIDE FUNDING FOR LOCAL PROBATION AND PRETRIAL SERVICES." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 282 - Adoption of an ordinance to appropriate $5,246 in the FY 2011-12 <br />Behavioral Healthcare Services Fund from the Virginia Department of Behavioral <br />Health and Developmental Services as one-time additional funds for the Early <br />Intervention Targeted Case Management program. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Department of Behavioral Health and Developmental Services (DBHDS) will <br />issue a one-time payment of $5,246.00 to the Part C program as a one-time additional <br />funding during SFY 2012 to mitigate expected revenue loss. DBHDS has calculated <br />this revenue loss based on the difference between the targeted case management <br />revenue for 2010 and the projected annual revenue under the new Early Intervention <br />Targeted Case Management program (EI TCM). <br /> <br />Discussion: <br />. The new case management program significantly expands the number of <br />children whose case management will be covered by Medicaid, but the reimbursement <br />rate under the new EI TCM is less than that paid under existing targeted case <br />management programs. <br />. In an effort to address additional monies needed across the board for FY 2012, <br />DBHDS developed this one-time funding plan. <br />
