<br />July 12. 2011 <br /> <br />(c) Z-11-03 <br /> <br />MERRIFIELDS - Leif Berner, owner, is requesting a Zoning Map <br />Amendment to rezone the property located at 4028 Cedar Lane <br />from Conditional NMU, Neighborhood Mixed Use, to Conditional <br />NMU, Neighborhood Mixed Use. The owner is proposing to <br />expand the allowed uses to include all office uses, personal service <br />and specialty retail uses. The Comprehensive Plan calls for the <br />area to be developed as single family residential with low to <br />medium density. Vision Principle: A Robust and Prospering <br />Economy. <br /> <br />There were no speakers. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that Z-11-03 be approved, and was <br />adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />11 - 279 - Adoption of an ordinance accepting a grant in the amount of $17,500 <br />from the Virginia Department of Emergency Management and appropriating said <br />funds in the FY 2011-12 Grants Fund for Hazardous Materials team equipment, <br />exercise, and training. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Background: <br />. The Virginia Department of Emergency Management (VDEM) has awarded the <br />City of Portsmouth $17,500.00 in the 2010 Haz-Mat Team Equipment, Exercise, and <br />Training Grant. <br />. The funds received enable Portsmouth to maintain a superior level of readiness <br />with regard to equipment, training, and technical expertise in dealing with hazardous <br />materials as required by VDEM. <br /> <br />Discussion: <br />. All expenditures must qualify under the grant guidelines. <br />. This funding is instrumental in developing hazardous materials response capabilities <br />for Portsmouth's Hazardous Materials Team; lead City for the Southside Regional <br />Hazardous Materials Team. <br /> <br />Financial impact: <br />. These grant funds require no cash match. <br /> <br />Recommended Action: <br />. Adoption of the ordinance. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Move forward to achieve grant goals. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $17,500 FROM THE <br />VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING <br />SAID FUNDS IN THE FY 2011-12 GRANTS FUND FOR HAZARDOUS MATERIALS <br />TEAM EQUIPMENT, EXERCISE, AND TRAINING." <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Randall, Whitehurst, Wright <br />Nays: None <br />
