<br />At a Regular Meeting of the City Council on Tuesday, June 28, 2011, there were
<br />present:

<br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr.,
<br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr.,
<br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman.

<br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Wright called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to approve the minutes
<br />of a Called Meeting of June 14, 2011, and of a Regular Meeting of June 14, 2011, and
<br />was adopted by the following vote:

<br />11 - 233 - Rezoning:

<br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, voiced his support for this item.

<br />Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following
<br />ordinance approved on first reading at the June 14, 2011 meeting, and was adopted by
<br />the following vote:

<br />- City Manager's Report -
<br />
<br />11 - 255 - Adoption of an ordinance accepting a grant from the U.S. Department of
<br />Agriculture in the amount of $525,061.28 and appropriating said amount in the FY
<br />2011-12 Grants Fund for use by the Department of Parks, Recreation, and leisure
<br />Services for the 2011 USDA Summer Food Program. Vision Principle: Thriving
<br />Neighborhoods and a Sense of Community.
<br />
<br />Background:
<br />. The City of Portsmouth has received a grant from USDA for the Summer Food
<br />Program for more than 26 years, administered by the Department of Parks, Recreation
<br />& Leisure Services.
<br />. Each year the program has grown to accommodate more churches, civic
<br />organizations, schools and recreation locations.
<br />. The program provides meals during the summer months when children are out of
<br />school, and therefore the free and reduced school lunch program is not available.
<br />
<br />Discussion:
<br />. The USDA Summer Food Program for 2011 will include 29 sites consisting of
<br />Summer School sites, faith based childcare programs, community organizations and
<br />City of Portsmouth Recreation sites.
<br />. It is estimated that the program will serve 110,654 breakfasts (2,977 per day)
<br />and 98,874 lunches (2,452 per day) during the summer months.
<br />
<br />Financial Impact:
<br />. There is no City cash match required. The grant is a total reimbursement grant
<br />based on the number of meals served.
