Norm Malbon, 727 H~gh Point Ave., Virginia Beach; <br />repreSenting the Developer~ spoke in support of the rezoning. <br /> <br /> Rev. Edward D. Strange, Jr. Pastor of Rock Church, spoke in <br />support of the project. <br /> <br /> John C. Suykenbuyk,~4819 Manor Avenue, spoke in opposition to <br />the project and presented the following petition: <br /> <br /> "We the undersigned do hereby oppose the rezoning application <br />of the Rock Church of Portsmouth, by John Winder Bell, Developer, <br />for property at 3521 Peace Way and also described as Tax Map <br />727, Parcel 2 and a portion of 2.1; from Residential R-150 to <br />Residential R-125 for the following reasons: <br /> <br />1. The zoning should not be reduded because R-150 is <br /> what the neighborhoods are on both sides. <br /> <br />2. It would increase traffic load on Manor Avenue. <br /> <br />3. We are opposed to spot zoning in our neighborhood. <br /> <br />In September, 1987 a new development, North Point was <br />zoned R-150. We are against lowering to a R-125. We <br />oppose any less zoning. <br /> <br />5. The planning department opposed because by having the <br /> R-125 it might set a precedent for others to come in <br /> and request smaller zoning, and we agree to this <br /> opposition. <br /> <br />Signed by Allen Bynum, III, 4809 Manor Avenue, and others." <br /> <br /> Allen Bynum, III, 4809 Manor Avenue, spoke in opposition to <br />the rezoning. <br /> <br /> Cameron Pitts, 4816 Mallard Crescent, <br />Mary Denaro and the Churchland Association, <br />the rezoning. <br /> <br />spoke on behalf o~ <br />in opposition to <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Gray, that <br />Z 88-5, be denied and by the following vote: <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Williams, Webb <br />Nays: None <br /> <br />(d) Z 88-6 <br /> <br />CHURCHLAND NEIGHBORHOOD - Rezoning ap~ <br />of Russell Development Corporation, by <br />Attorney Jeffrey M. Stedfast, for property <br />at 3032 Churchland Boulevard. <br /> <br /> Jeff Stedfast, 1500 Sovran Center, 1 Commercial Place, <br />Norfolk, spoke in support of the rezoning. <br /> <br /> Motion Of Mr. Barnes and seconded by Mr. Gray, to concur witk <br />the reCommendation of the Planning Commission, Z 88-6, was <br />approved on first reading, and by the following vote: <br /> <br /> <br />
