Robe~rt Gray, opened the meeting with prayer, <br />followed by:%he Pledge of Allegiance of Flag. <br /> <br /> 88-142- Joint Public Hearing of the City Council and <br />Planning Co~mission for the purpose of consideration of an <br />amendment to Chapter 40 of the City Code pertaining to adoption of <br />a Wetland Zoning Ordinance pursuant to Chapter 2.1 Title 62.1 of <br />the Code of Virginia. <br /> <br /> The following members of the Planning COr~Lmission were <br />present: <br /> <br /> Vann Lefcoe, Chairman, J. Douglas Powelt, Samuel Perry, <br />Robert Turner, Norman Whitaker, Director of Planning <br /> <br />Absent: Marilyn Sallee, Martha Glover, C. P. Anderson. <br /> <br /> The following citizens spoke concerning Wetlands <br />City: <br /> <br />in the <br /> <br /> Leslie Ro French, III, 208 Glasgow Street, representing the <br />Portsmouth Federation of Civic Clubs. <br /> Cameron C. Pitts, 4816 Mallard Creso, Hunters Point Civic <br />League. <br /> Robert H. Barnes, 5009 Greenbrook Drive, Merrifields Civic <br />League. <br /> Arden Pfeiffer, 100 Culpepper Road, shea Terrace Civic <br />League. <br /> <br /> The City Council recessed to allow the Planning Commission <br />consider the proposed ordinance. <br /> <br /> The Planning Commission voted unanimously to recommend the <br />adoption of the Ordinance. to amend the City Code for regulating <br />the use and development of Wetlands. <br /> <br /> 88-106 - Ordinance to <br />Portsmouth, Virginia, 1973, <br />Article XIV, pertaining to <br />Wetlands. <br /> <br />amend the Code of the City of <br />by adding to Chapter 40 thereof <br />regulating the use and development of <br /> <br /> Motion of Mr. Gray and seconded by Mr. Barnes, the following <br />ordinance was approved on first reading and by unanimous vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, BY ADDING TO CHAPTER 40 THEREOF ARTICLE XIV, <br />PERTAINING TO REGULATING THE USE AND DEVELOPMENT OF WETLANDS <br /> <br /> <br />
