<br />June 14. 2011 <br /> <br />At a Regular Meeting of the City Council on Tuesday, June 14, 2011, there were <br />present: <br /> <br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr., <br />Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr., City Manager <br />Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Reverend Larry Ugarte', opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to approve the minutes <br />of a Called Meeting of May 23, 2011, of a Called Meeting of May 24, 2011, of a <br />rescheduled Called Meeting of May 25, 2011 and of a rescheduled Regular Meeting of <br />May 25, 2011, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Whitehurst, Wright <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />11 - 233 - Public hearing on rezoning application: <br /> <br />Z -11 -01 <br /> <br />CRADOCK - Cradock Properties, LLC by Charles J. Bodnar, P.E. <br />agent requests the rezoning of the property addressed as 4300 <br />George Washington Highway and 0 Victory (Rear) from UR, Urban <br />Residential and P, Preservation Government to conditional UR- <br />MPO, Master Planned Overlay. This property is the entire site of <br />the former Cradock High School site and property to the south that <br />extends from George Washington Highway to Deep Creek <br />Boulevard. The site is proposed for single family detached <br />dwellings that are to be built in compliance with a set of design <br />guidelines. Vision Principle: A Robust and Prospering Economy. <br /> <br />1. Charles Bodnar, 901 Port Centre Parkway, voiced his support for this item. <br /> <br />2. Joanna Hall, 92 Nicholson Street, voiced her support for this item but had concerns <br />with regards to the building of the recreation center. <br /> <br />3. Delores Knight, 33 Kennedy Drive, voiced her support for this item. <br /> <br />4. Robert Mills, 213 Bell Road, voiced his support for this item. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to concur with the <br />recommendation of the Planning Commission that Z-11-01 be approved, and was <br />adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Heretick, Moody, Whitehurst, Wright <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />11 - 234 - Adoption of an ordinance to de-obligate $7,097,032 of unexpended <br />appropriation authority in closed Capital Improvements Program (CIP) projects, <br />to reprogram $991,020 of revenue and appropriation authority from various <br />closed CIP projects, to appropriate $563,188 of interest earnings from bond <br />proceeds to various CIP projects, and to appropriate in the FY 2010-11 General <br />Fund the sum of $212,873.60 in Cost of Issuance funds related to the Series 2010 <br />General Obligation Bonds for bond counsel fees, advisory fees and other related <br />costs.
