Clifford Kalmbach, 3702 Magnolia Drive, voiced his opposition to the continued <br />increases in the welfare budget. <br /> <br />12. Barbara Willis, 664 Lincoln Street, thanked City Council for the continued funding to <br />the Portsmouth Community Health Center. <br /> <br />13. Mark Geduldig-Yatrofsky, 2413 Sterling Point Drive, asked the City Council to fully <br />fund the schools budget. <br /> <br />14. James Bridgeford, 2002 Sawgrass Lane, asked that City Council provide the <br />funding that is being requested by the School Board. <br /> <br />15. Chester Benton, 2517 Portsmouth Boulevard, asked that funding be provided to <br />construct a recreation center in Truxton. <br /> <br />16. Gary Thomas, 6 Hobson Street, asked that funding be provided to construct a <br />recreation center in Truxton. <br /> <br />17. Tanya Hodnett, 3604 Blaine Street, voiced her opposition to the proposed increase <br />in the real estate tax rate. <br /> <br />18. Randy Hargrave, 1445 Lake Forest Drive, asked that funding be provided to <br />construct a recreation center in Truxton. <br /> <br />19. Albert Gregory, 1500 Fawkes Street, asked that funding be provided to clean and <br />beautify neighborhoods within the City. <br /> <br />(b) Public hearing to consider the Annual Operating Budget that establishes or <br />increases rates on certain public utility rates, stormwater fees, recreation <br />fees, solid waste management fees, and golf fees and includes proposed <br />rate changes to take effect on July 1, 2011. <br /> <br />1. Nelson Velez, 5772 Churchland Boulevard, voiced his opposition to the proposed <br />increase in the real estate tax rate. <br /> <br />2. Delores Knight, 33 Kennedy Drive, voiced his opposition to the proposed increase in <br />the real estate tax rate. <br /> <br />3. Steve Simons, 801 Mimosa Road, voiced his opposition to the proposed increase in <br />the real estate tax rate. <br /> <br />4. Ron Evans, 14 Chipawha Trail, voiced his opposition to the proposed increase in the <br />real estate tax and stormwater rates. <br /> <br />5. Chris Evans, 192 Yorkshire Road, voiced her opposition to the proposed increase in <br />the real estate tax rate. <br /> <br />6. Pat Simons, 801 Mimosa Road, voiced her opposition to the proposed increase in <br />the real estate tax rate. <br /> <br />7.
