<br />At a Regular Meeting of the City Council on Tuesday, April 12, 2011, there were
<br />present:

<br />Mayor Kenneth I. Wright, Vice Mayor Charles B. Whitehurst, Sr., William E. Moody, Jr.,
<br />Marlene W. Randall, Stephen E. Heretick, Paige D. Cherry, Dr. Curtis E. Edmonds, Sr.,
<br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman.

<br />Pastor Charles Kelly opened the meeting with prayer, which was followed by the
<br />Pledge of Allegiance to the Flag.
<br />
<br />Mayor Wright called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the minutes
<br />of a Called Meeting of March 21, 2011, of a Called Meeting of March 22, 2011, of a
<br />Regular Meeting of March 22, 2011, of a Called Meeting of March 29, 2011 and of a
<br />Called Meeting of April 5, 2011 and was adopted by the following vote:

<br />. Proclamation presented to the I. C. Norcom High School 2011 State Championship

<br />Joint public hearing with the Portsmouth Redevelopment and
<br />Housing Authority to solicit citizen comments on the Annual Action
<br />Plan.
<br />
<br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, suggested that some of the
<br />funds be used to construct a sound wall on 1-164.

<br />(a) Public hearing to consider the Annual Operating Budget for
<br />FY2011-2012.
<br />
<br />1. Joe Wright, 1451 Welcome Road, asked that more funding for recreation be added
<br />to the budget.
<br />
<br />2. Elizbeth Dula, 6300 E. Virginia Beach Boulevard, thanked City Council for the
<br />continued funding to the Endependence Center.
<br />
<br />3. Rebecca Larys, 421 Middle Street, voiced her concern with budget cuts and what
<br />she believes is the possible closing of the Main Library.
<br />
<br />4. Margaret Windley, 443 Douglas Avenue, suggested other sources of funding for the
<br />libraries in the City.
<br />
<br />5. Dean Burgess, 413 Middle Street, asked that funding for the libraries be a priority
<br />within the budget.
<br />
<br />6. Jeff Pennington, 302 Sandpiper Drive, asked for continued funding for the schools.
<br />
<br />7. Willard Moody, 500 Crawford Street, asked for funding for the Railroad Museum.
<br />
<br />8. James Overton, 315 Astor Avenue, asked that more funding for recreation be added
<br />to the budget.
<br />
<br />9. Carroll Moon, 4 Croatan Trail, wanted to clear up rumors with regards to General
<br />Wage Employees and the budget. He also asked that every employee be treated
<br />equally.
