' ~ ~ ~ <br /> <br /> Ayes: Barnes; Corprew, Gray, Lucas; Simpson, Williams <br /> Nays: None <br /> <br /> 88-232 -Letter from the'City Manager recommending adoption <br />of the resolutions approving the~>following activities discussed in <br />the joint~'public hearing held by,the City Councit and the PRHA <br />Board of Commissioners on Tuesday, May 24, 1988: <br /> <br /> 1) ~Jaendment No:. 17 to the Crawford Urban Renewal Project <br /> 2) Proposed Conservation Plan for Shea Terrace <br /> 3) Expansion of the Urban Homesteading Program into <br /> Shea Terrace <br /> <br /> "On Tuesday, May 24, 1988 City Council and the Portsmouth <br />Redevelopment & Housing Authority Board of Commissioners conducted <br />a joint public hearing tO solicit public comment on the following <br />proposed activities: <br /> <br /> 1 Amendment No. 17 to the Crawford urban Renewal Project. <br /> ~ This activity will enable PRHA to'acquire the property <br /> at 909 County Street. The property will be marketed <br /> for future private development. <br /> <br /> 2 Establishment of the Shea Terrace Conservation Plan. <br /> This will enable PRHA to make rehabilitation loans <br /> to home owners. <br /> <br /> 3 Expansion of the Urban Homesteading program into the <br /> proposed Shea Terrace conservation Project. This will <br /> enable PRHA to acquire foreclosed HUD and VA single <br /> family houses for use in the Urban Homesteading Program. <br /> <br /> As you may recatl,-there were only two speakers at the public <br />hearing on these itemS. The daughter of the owner of 909 County <br />Street claimed that the owner was net informed abou~ the proposed <br />acquisition. I believe Danny E. Cruce and his staff adequately <br />addreSsed her concerns immediately following the public hearing. <br />The other speaker was Arden Pfeiffer, President of the Shea <br />Terrace Civic League. He favorably commented on Shea Terrace's <br />inclusion in the conservation program and the Urban Homesteading <br />program~ <br /> <br /> I recommend that y0u move to approve the resolutions needed <br />to implement the aforementioned activities, <br /> <br /> Please let me know if you would like any additional <br />information2" <br /> <br /> 1) Peggy W. Peebles, 603 Hansen Avenue, representing her <br />mother, Doris O. Wilder, business owner, 907 County Street, spoke <br />in opposition to the plan. <br /> <br /> Gordon ?rneatly, representing Portsmouth Redevelopment and <br />Housing Authority, explained their process in meeting with Mrs. <br />Wilder concerning her property. <br /> <br /> <br />
