July 25, 2000 <br /> <br /> (r) The applicant must comply with all requirements of federal, state and local <br />government laws and regulations and shall obtain and maintain in effect all required <br />permits and licenses. <br /> <br /> 3. EXPIRATION OF PERMIT: Unless extended as provided under Section 40- <br />115 of the Code of the City of Portsmouth, Virginia (1988), the group housing use permit <br />shall expire for any portion of the approved project for which building permits have not <br />been issued if the applicant fails to apply for all building permits for the entire project <br />within one year of the adoption of this resolution. <br /> <br /> 4. REVOCATION OF PERMIT: Violation of any of the above conditions may <br />serve as grounds for revocation of the permit by the City Council." <br /> <br />Ayes: Benn, Griffin, Robinett, Holley <br />Nays: Moody, Whitehurst <br /> <br />- City Manager's Report (continued) - <br /> <br />00 - 174 - Adoption of an ordinance to appropriate 1.3 million dollars for fiscal year 2001 <br />from the City General Fund for increased funding to the School Operating Budget. <br /> <br />The source of funding for this appropriation is School and City Operating Budget <br />savings from fiscal year 2000. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $1,300,000 for fiscal year 2001 from the <br />City General Fund for increased funding to the School Operating Budget. <br /> <br />· The source of funding for this appropriation is School and City Operating Budget <br />savings from fiscal year 2000. <br /> <br />Purpose and Need: <br /> <br />· During the FY 2001 budget deliberations, the School Board identified $1.2 million of <br />funds in the School's 2000 Operating Budget that could be saved for re-appropriation <br />for the FY 2001 School Operating Budget. <br /> <br />· The $1.2 million was not transferred to the Schools from the City and is thus <br />available for re-appropriation in the FY 2001 year. <br /> <br />· In addition to the $1.2 million to be saved by the schools, the City committed to <br />saving $100,000 from FY 2000 for re-appropriation to the schools for FY 2001. <br /> <br />· With the additional $1.3 million appropriation, the amount of City appropriation for <br />the schools in FY 2001 is $29,024,096. <br /> <br />Financial Impact: <br /> <br />· There is no financial impact on the FY 2001 as these funds remain from the FY 2000 <br />budget. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $1,300,000 FROM THE GENERAL FUND FOR <br />INCREASED FUNDING TO THE SCHOOL OPERATING BUDGET FOR FISCAL <br />YEAR 2001." <br /> <br />Ayes: Benn, Griffin, Moody, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br /> <br />
