Alvah "Peppy" Owens, 1604 North Street, spoke in opposition to proposed green <br /> space/passive park. <br /> <br />3. Raleigh Harsley, 2124 Peach Street, spoke on speeding through his neighborhood <br /> and basketball goals in the street. <br /> <br />4. William E.
