<br />March 22. 2011 <br /> <br />Ayes: Cherry, Heretick, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />11 - 121 - Adoption of an ordinance appropriating $400,000 in the FY 2010-11 Grants <br />Fund in Federal Emergency Management Agency and Virginia Department of <br />Emergency Management reimbursements estimated to be received in FY 2010-11. <br />Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. During FY2010, a Nor'Easter and Tropical Depression Ida impacted the City of <br />Portsmouth as well as the surrounding localities in Hampton Roads during the period <br />November 11 through November 16, 2009. <br />. On December 9, 2010, FEMA declared the Nor'Easter and Tropical Depression <br />Ida a disaster and assigned reference number FEMA-1862-DR-VA to begin the process <br />of tracking the individual amounts claimed and processing reimbursements. <br /> <br />Discussion: <br />. The damages consisted of two large projects and 21 small projects. <br />. A small portion of revenue has been recognized in FY10 as a reimbursement to a <br />few projects. <br />. The majority of revenue should be received in FY11 depending on the date of <br />completion. <br /> <br />Financial impact: <br />. Expenditures and reimbursements relating to the 2009 Nor'Easter will be posted <br />to the grants fund. <br /> <br />Action: <br />. Adoption of the ordinance. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. The Chief Financial Officer will ensure that the budget action required IS <br />processed immediately upon adoption of the ordinance. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING $400,000 IN THE FY 2010-11 GRANTS FUND IN <br />FEDERAL EMERGENCY MANAGEMENT AGENCY AND VIRGINIA DEPARTMENT <br />OF EMERGENCY MANAGEMENT REIMBURSEMENTS ESTIMATED TO BE <br />RECEIVED IN FY 2010-11." <br /> <br />Ayes: Cherry, Heretick, Randall, Whitehurst, Wright <br />Nays: None <br /> <br />- New Business - <br /> <br />11 - 122 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />11 - 123 - Items Submitted by Council Members <br /> <br />'" Mayor Wright spoke on the accomplishments and contributions of the former Mayor <br />Barnabas Baker and his late wife, former Delegate, Inez Baker. <br /> <br />11 - 124 - Report on Pending Items <br /> <br />. Bernadette Hogge, Ombudsman, gave an update on items of concern presented by <br />citizens at the March 8, 2011 City Council Meeting. <br />
