<br />February 8. 2011 <br /> <br />- New Business - <br /> <br />11 - 72 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />11 - 73 - Items Submitted by Council Members <br />. Adoption of a resolution in support of creating a School of Retail at the <br />Portsmouth Campus of Tidewater Community College. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Edmonds, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION IN SUPPORT OF CREATING A SCHOOL OF RETAIL AT THE <br />PORTSMOUTH CAMPUS OF TIDEWATER COMMUNITY COLLEGE. <br /> <br />WHEREAS, a School of Retail could serve as a focal point for retail education <br />and training for the Hampton Roads region and beyond; and <br /> <br />WHEREAS, a School of Retail could prepare individuals for careers and <br />advancement in a variety of retail and retail-oriented enterprises through high-quality, <br />state-of-the-art, credit and non-credit programming; and <br /> <br />WHEREAS, the Portsmouth Campus of Tidewater Community College ("TCC"), <br />the main campus of the TCC complex, is already setting new national standards of <br />excellence for community colleges, and locating a School of Retail there would have <br />even further statewide and national implications for developing career paths; and <br /> <br />WHEREAS, the City of Portsmouth was instrumental in advancing the concept of <br />creating a School of Retail at a City Council work session on Economic Development on <br />November 7, 2009, and the City has thereafter engaged in conceptual discussions with <br />TCC and the partners developing Victory Village about creating said School; and <br /> <br />WHEREAS, the Portsmouth Campus of TCC is easily accessible to potential <br />students from the entire Hampton Roads region because of its proximity to an Interstate <br />highway; and it is also central to retail opportunities and store locations throughout the <br />region (including the Peninsula), making it an ideal regional location for a School of <br />Retail; and <br /> <br />WHEREAS, the mutually beneficial relationship between the City and TCC is a <br />longstanding one, going back many decades to creation of the original Beazley <br />Campus, and with the present Portsmouth Campus having been designed and <br />constructed with substantial and continuing institutional and financial support from the <br />City of Portsmouth, dating back to a resolution duly enacted by City Council on January <br />15,2002; and <br /> <br />WHEREAS, the City remains committed to the success of the Portsmouth <br />Campus, as evidenced in part by advancing this proposal for a School of Retail; <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br />1. The City of Portsmouth hereby supports creation of a School of Retail at the <br />Portsmouth Campus of TCC, determines said development to be in the public interest, <br />and respectfully urges TCC to proceed with its planning and development. <br /> <br />2. The City Manager is directed, personally and through his designees, to <br />continue discussions with TCC so that the preliminary conceptual plan for a School of <br />Retail shall be developed into an Action Plan for creating and opening said school. The <br />City Attorney shall assist as needed with any legal aspects of the development. <br />
