"~he cities of Hampton-Roads have had mutual aid agreements <br />between Fire and Police Departments for many years. Recently, the <br />need for a mutual aid agreement for the purpose of fire inveStiga- <br />tions has a~isen threug~ the Tidewater Regional Arson Panel <br />(TRAP). <br /> <br /> Since efforts to determine the cause of large loss fires can <br />be extremely time consuming, investigators in Hampton~ Roads <br />including Portsmouth, Norfolk, Suffolk, Chesapeake,~.Virginia <br />Beach, Hampton, Newport News and James City County wish to pool <br />their resources and investigative abilities. All of the area <br />cities stand to gain from s~c~ an agreement. <br /> <br /> I would, therefore, recommend adoption of this resolution." <br /> <br /> '©~otion of Mr. Barnes'and ~econded. b~'Mr. Simpson, the <br />following resolution was adopted and by the following~vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A <br />MUTUAL AID AGREEMENT WITH THE CITIES OF NORFOLK, SUFFOLK, <br />CHESAREAKE, VIRGINIA BEACH, HAMPTON, NEWPORT. NEWS AND ~JAMES CITY <br />COUNTY FOR FIRE INVESTIGATION 'SERVICES. <br /> <br /> WHEREAS, local governments are authorized to enter into <br />reciprocal agreements for mutual aid and for cooperation in the <br />furnishing of fire fighting~ services; and <br /> <br /> WHEREAS, the cities of Portsmouth, Norfolk, Suffolk, <br />Chesapeake, Virginia Beach,_ H~mpton, ~Newport News and James City <br />~County have determined that.the provision of fire investigation <br />services across jurisdictional lines will increase the ability of <br />the local governments to preserve and protect the safety and <br />welfare of the citizens~ <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the City Manager be, and~h~reby i~, <br />authorized to enter into a mutual aid agreement with the cities <br />Norfolk, Suffolk, Chesapeake, Virginia Beach, Hampton, Newport <br />News and James ~' v <br /> ~t= CouKty for fire investigation ~services." <br /> <br /> Ayes: Barnes, Corprew, Gray, Hawks, Lucas, Simpson, Webb <br /> Nays: None <br /> <br /> 88-288 Letter from the City Manager recommendihg, adoption <br /> a resolution authorizing the execution of a lease to be drawn by <br /> the City At. torney for the property adjacent, to the Nissan fa <br /> for their future expansion~ <br /> <br /> "The"Virginia Port Authority, through.~irginia International <br />Terminals, Inc., has proposed leasing the 2.46 acre City-owned <br />parcel adjacent to the Nissan facility for short-term <br />equipment/vehicle storage. This property was recently acquired b <br />the C~ty of Portsmouth from the Virginia Port Authority in <br />exchange for like acreage adjacent to the Pinners Point Sewage <br />Treatment Plant. (See enclosed letter) <br /> <br /> The,Director of Economic Development has recommended that we <br />lease this property to Virginia International Terminals, Inc., in <br />accordance with the following terms and conditions: <br /> <br /> 1. Rental to be $1,230 monthly. This equates to $500 per <br /> acre per month. This is more'than PPIC has been receiving fbr <br /> unimproved property in the area. ~ <br /> <br />2. Landscaping~pIan to be submitted-for approval within <br />thirty (30) days of effective date of lease and landscaping to be <br />'~installed within one hundred twenty (120) days Of effective ~ate <br /> of lease. <br /> <br /> <br />
